I think that it would be quite extraordinary, but I have no expectation of it, and I am fortified, reinforced and encouraged in my view by the clear sedentary head-shaking of no less a figure than the Patronage Secretary, aided and abetted by the Minister of State, Northern Ireland Office, the hon. Member for Weston-super-Mare (John Penrose). They are both signalling that the Government have no intention of abandoning the Bill, and the Chief Whip, having shaken his head, is now in a position, if he so wishes, to nod his assent to the proposition that I have just made.

I am sorry, but I do not have time.

This amendment attempts to bind the UK Parliament for a UK-wide issue. That breaches a pretty important precedent: that we try, at least, to work on a cross-community consensual basis when it comes to Northern Ireland because the sensitivities and the risks are so great, so significant, that it would be irresponsible and dangerous to play political games in such a charged arena.

Furthermore, in this case the Bill stands a decent chance of never becoming law, if the Stormont Assembly restarts before Royal Assent; I am delighted to report that the talks were ongoing yesterday and I believe that they are continuing today. I am sure that everybody here wishes them every success. If the Stormont Assembly restarts before Royal Assent, not only is the amendment dangerously partisan—weaponising a Northern Ireland Bill for Brexit in a way that we usually, rightly, try to avoid—but it could easily put us through all that grief for no good reason at all if it fails to become law. The change would set a constitutional precedent that could last for centuries whether we intend it to or not. We should not do it like this—not in this Bill, and not in this way.

I have directly opposed the specifics of the amendment; I now come to a broader point about the politics behind it, which should inform all of us as we decide how we will vote in a minute. I am sure that we are all democrats here: first, last and always. Even though I and many others originally voted remain in the EU referendum three years ago, I have since become, like many others, a strong and doughty backer of the democratic decision to leave. Many of us would far prefer to leave with a sensible deal, but if that is not possible and it comes down to a choice between no deal and no Brexit, then, reluctantly but firmly, I choose no deal. [Interruption.] I do not have time to give way; I am down to my last 90 seconds.

Many colleagues on both sides of the House, including a couple of signatories to the amendment, now feel the same way. We have been going at this for three years. The country sent us all a very clear message at the polls in May that they want this done. We have reached a narrowing funnel where our choices are getting fewer and fewer, and we are running out of road. The time, and voters’ tolerance for our failing to address that central issue, is running out. For many of us, the problem with the amendment is not about more or less democracy; it is that it is pretending to be democratic but in reality it is trying to prevent the democratic referendum decision from ever happening at all.

I have a challenge for the backers of this amendment; it will be hugely reassuring to moderate, former remainer Brexiteers such as myself. If it finally comes down, this autumn, to the stark and simple choice between no deal and no Brexit, which will you choose? Will you promise to honour the democratic decision or will you not? If you cannot make that commitment and that pledge, I am afraid that voters will conclude that this is a stitch-up—[Interruption.]

Something that Britain and the UK have cottoned on to later than many other parts of the world is the notion of local food and its marketability, along with our ability to forge a local brand not just for food but for tourism more broadly as well. In congratulating the hon. Gentleman on his marital status, and his success in that regard, I am sure he is on to something important as well.

I understand and empathise with the hon. Gentleman and his constituents. In fact, as I visited the former Massereene Army barracks in Northern Ireland last week, I paused to pay my respects at a local memorial to two former Army engineers who were killed in 2009. There are many such memorials to individual acts of heroism or tragedy scattered not just across Northern Ireland, but around the rest of this country. Those commemorate individual actions and tragedies. The national memorial is the one in Staffordshire, and we should not underestimate its importance or value—it having been opened by Her Majesty the Queen and recording the names of everybody who has been killed on service in Northern Ireland and other conflicts.

I am happy to pick the matter up with the right hon. Gentleman in the Tea Room afterwards.

Let us ignore, for the moment, the unlikelihood of a 6 million vote majority being overturned by a small change in the question, and just consider for a second the dozens and dozens of different forms of proportional and alternative voting systems. It does not matter whether we are talking about open lists, zipped lists, the D’Hondt method, supplementary votes or transferrable votes, every different version has its own passionate and committed band of dedicated enthusiasts. Some of them are highly reputable organisations and others are lonely obsessives blogging furiously in the privacy of their parents’ spare bedrooms. No matter who they are, it is simply not possible to argue that we should ignore the AV referendum result just because it did not propose precisely their preferred flavour of new voting system. That fundamentally misses the point. Not only did voters reject changing our tried and trusted first-past-the-post system, but they will take a very dim view indeed of the prospect of many further referendums in future as dozens of other organisations queue up to argue that the last poll did not propose precisely their particular favourite voting system and to demand yet another rerun with a slightly different question.

Even worse, this Bill comes at a time when a large proportion of the population is far more concerned about the much more recent EU referendum where there was a narrower—although still decisive—majority verdict. I am not alone in getting hundreds of emails from people who do not like the result of the EU vote and are loudly demanding a rerun, a vote in Parliament, a lawsuit, anything in fact, to change the result. By telling people they can ignore the results of the even more decisive AV referendum in 2011, this Bill would implicitly encourage people to believe that they can ignore the result of the EU referendum too, telling them, in effect, that if they stick their fingers in their ears and sing Beethoven’s “Ode to Joy” loudly enough, Brexit may not actually mean Brexit after all.

Our democracy is already pretty fragile, with trust in politics and politicians, and election turnout, already worryingly low. I cannot think of anything more calculated to stoke the fires of anti-political anger than acting as if the will of the people, clearly expressed in not just one but two separate referendums on different issues, might not be democratically binding or sovereign after all.

So please, Mr Speaker, enough already. This Bill ignores the repeatedly expressed democratic will of Parliament, which has already rejected lowering the voting age many times over the past year, and it ignores a thumping referendum verdict against changing the voting system in 2011 as well. We are about to abolish an entire layer of proportionately elected representatives when we get rid of MEPs as we leave the EU. Now is not the time to replace them with something else. The people have spoken and even though I understand and respect the fact that the answer is not to the hon. Lady’s liking, I urge her please to respect its democratic power and to leave the issue alone for a long, long time.

Thank you, Mr Speaker. I shall try to bear up under the pressure. First, I gently say to the hon. Member for Bishop Auckland (Helen Goodman) that it is difficult to argue that the Government’s approach is secret if it is in court. It is not a secret court; it will all be argued out in public. I have just said that the issues will be revealed as we go forward with the new Prime Minister. The point on which I hope I can reassure the hon. Lady is very straightforward: my right hon. Friend the Member for Maidenhead (Mrs May)—it looks like she is going to be the new Prime Minister—has been very clear in saying that Brexit means Brexit. What that means is that the destination to which we are travelling is not in doubt. The means used to get there will have to be explained, but I think it only fair to wait until she is Prime Minister and has a chance to lay out her programme, the process and, therefore, when Parliament will have a chance to discuss and debate the issues. At that point I am sure that all will be revealed.

I defer to my hon. Friend and parliamentary neighbour on the legality of where sovereignty begins and ends, and where it is delegated from and to. The fundamental point that is clear from his remarks—and, I hope, from my previous remarks—is that the people have spoken, we are now honour bound to deliver on that democratic decision, and we should not try to resile or step back from it in any way.

I think the hon. Lady was supporting the principle that votes should have equal weight no matter where they are cast in the country, and I welcome her support if my reading is correct. I cannot confirm plans to alter the size and composition of the Lords, although I understand that discussions at that end of the corridor are going on fairly continuously.

I am happy to reassure the hon. Gentleman that the cost of Spads, as I mentioned when we last met to discuss this, has fallen since the general election. The request for views is entirely clear about the various different causes of the rise in Short money, and the consultation asks for views and expressions of how it might be amended point by point, so the hon. Gentleman is quite wrong about how the request for views is done.

Even if no changes are made to some of the proposals in the request for views, the Labour party will still receive more funding in real terms than did the Conservative party in 2009-10. It will receive an estimated £11 million of taxpayers’ money over this Parliament. There will be no real reduction in cash terms; in fact, there will be a small increase in cash terms, even after a 19% cut, compared with 2014-15. [Interruption.]

That includes the policy development grant, Mr Speaker.

As the shadow Leader of the House will already know, the Electoral Commission has been consulting on changes to policy development grant, and there have been informal discussions about parallel changes to Short money between the political parties as well. I can confirm that we plan to initiate further, more formal consultations on Short money shortly. There will be plenty of time and opportunity for views to be expressed on both sides of the House, and I am sure, if he runs true to form, he will use those opportunities well.

I am also required, under the terms of the Political Parties, Elections and Referendums Act 2000, to lay a statutory instrument before the House to adjust the shares of policy development grant between political parties to reflect the results of the recent general election. This statutory instrument is nearly ready and will be laid soon. I am sure it will then be scrutinised and debated carefully by the House, if it wishes, in the usual way.

I apologise fulsomely for not being the Leader of the House. I am sure that the shadow Leader of the House is looking forward to his weekly arm wrestle with him, but in the meantime I hope that he will accept having the other policy Minister—I am responsible for policy development grants—responding to his question and treat it as an amuse-bouche for his later work-outs with the Leader of the House.

To clarify one further point, I did not say we were launching “proposals”; I said we would be launching further “consultations”—and it is extremely important to understand that consultations involve a dialogue. The determined assault of the shadow Leader of the House is rather blunted by the fact that he will have a huge opportunity to contribute, as will others of all parties, as required, as soon as this consultation is launched.

One important point that the shadow Leader of the House managed to gloss over—I am sure inadvertently—is that Short money, contrary to the impression given by his remarks, has actually risen very substantially over the course of the last five years. It has gone up by more than 50%; it is more than 50% higher than it used to be. If we make no changes over the next few years, it will continue to rise still further. The population—the voters—who have had five or more years of having to tighten their belts to deal with the—[Interruption.]

Order. I appreciate that this is a high-octane issue, and it is because I judged it worthy of treatment today that the urgent question was granted. Thank you, Mr Speaker. To finish my point, the country will not understand why politicians should be exempt from having to deal with the effects of the financial deficit that we were bequeathed by the last Labour Government. The reason why we have to tighten our belts as a nation is that whopping financial deficit. It cannot be right for politicians to argue that they should be in some way exempt—a special class—and not have to do their bit. Short money has gone up by 50% so far, and it will continue to rise if we do nothing. I think that the country expects us as politicians to set an example and to do our bit.

I am enjoying busking this one. The short answer is that the population of Morocco, I am told by many people on the Benches behind me, is only half that of the UK—it is also economically smaller—and as I am sure everybody will appreciate, the density of population is also relevant when it comes to connecting people to broadband.

Thank you for that reminder, Mr Speaker.

As the hon. Lady is pursuing the point specifically about animal welfare with DEFRA, I will not go into that. More broadly, matters to do with racing governance generally, which will include health and safety for jockeys, are part of this Department’s responsibilities. The historically close link between racing and gambling is the reason the two areas are linked in the same portfolio.
