I say to the hon. Gentleman in all courtesy that points of order come later. I am playing for time, as Members beetle out of the Chamber, before I call the Home Secretary. I merely note en passant that there is a distinguished orthodontist observing our proceedings today, accompanied by his splendid wife—I wish them a warm welcome to the House of Commons; it is good to see them. Momentarily, when Members have completed their beetling out of the Chamber quickly and quietly, we will be able to proceed with the statement by the Secretary of State for the Home Department.

On a point of order, Mr Speaker. I wonder whether you could guide me on how I can place on record the fact that my hon. Friend the Member for Slough (Mr Dhesi) has become the first black, Asian or minority ethnic Member to be elected to the NATO Assembly from this Parliament.

I do apologise to the hon. Gentleman. I cannot listen to two people at once, but I should have been listening to him. Would he care to put the point again, very briefly?

The hon. Gentleman has achieved his objective with me only once—[Interruption] As the hon. Member for Rhondda (Chris Bryant) indicates from a sedentary position—[Interruption.] Well, I am trying to get the pronunciation of his constituency right. I will have lessons from him later.

As far as the House is concerned, however, the hon. Member for Birmingham, Perry Barr (Mr Mahmood) has achieved his objective twice, and I join in those congratulations. As the House will know, I have often referred approvingly to President Moon—the hon. Member for Bridgend (Mrs Moon), who is president of the NATO Parliamentary Assembly. To be able to record our admiration for the hon. Member for Slough for what is a first is a privilege, and I thank the hon. Member for Birmingham, Perry Barr for giving me the chance to do so.

I have been tackling radicalisation and terrorism since 9/11. What sets us apart from those radicalisers and terrorists and their barbaric ideology is the rule of law. We need to tackle them with the rule of law, not kneejerk reactions to tabloid headlines. The Government could have done something about this in the Counter-Terrorism and Border Security Act 2019, but there is no mention of it in that Act. You have the terrorism prevention and investigation measures. How many of the people you are looking at in terms of radicalisation are currently on a TPIM? You have no records of people—

Order. I am not looking at anything. I have no record of anything. The hon. Gentleman has been in the House long enough to know that debate goes through the Chair. He should not say “you” because “you” does not refer to the Minister; it refers to me, and I am an innocent in this matter.

- Hansard - - - Excerpts

My apologies, Mr Speaker.

The Home Secretary has no idea what is going on with TPIMs. How many people who have been radicalised are having no action taken against them in relation to their capability to strike terrorism and radicalisation in this country? Will he give me some figures on TPIMs, and what control does he have over those?

I beg the hon. Gentleman’s pardon, but I think that Mr Mahmood wanted to come in from the Front Bench.

Thank you very much, Mr Speaker. We are all concerned about the impact of this result on the human rights of those journalists, political prisoners and academics who are being held in prison, and on press freedoms and the rule of law inside Turkey. The Minister has described our close connections with Turkey. As a first step, have the Government urged President Erdoğan to lift the state of emergency?

The Leader of the House keeps referring to the Boundary Commission’s proposals. Can she tell me when the last census was taken? Can she also tell me how many would be excluded if she continues with the boundary proposals and how that will not be seen as gerrymandering?

John Bercow Portrait Mr Speaker
- Hansard - -

Forgive me, it may be a question of very considerable interest, but it is not altogether adjacent to the matter of money resolutions. However, if the Leader of the House wants to give us the benefit of her views on the matter, I am sure that we will all listen with rapt attention.
