COP27
"There is a dangerous loss of momentum around the 1.5° target, and continued fossil-fuel extraction is the greatest problem. Looking ahead to COP28—ironically, it will be in the United Arab Emirates of all places—what lessons have the Government taken from COP27 to better ensure that progress can be made next …..."Stephen Farry - View Speech

Question
to the Department for Business, Energy and Industrial Strategy:
To ask the Secretary of State for Business, Energy and Industrial Strategy, what steps his Department is taking to ensure that the cost to the public purse of the Energy Price Guarantee is not increased by the profit margins of energy providers.
Answered by Graham Stuart
The Energy Price Guarantee discount is set by the Government. The costs of the scheme are linked to changes in energy wholesale prices, as reflected in the Ofgem price cap, and the volume of energy consumed by households.
Exchequer funding provided to the energy suppliers under the Energy Price Guarantee is directly equivalent to the savings made by domestic consumers in their gas and electricity bills. The Government does not pay any premium to energy suppliers.
HM Treasury will conduct a review to consider how to support households with their energy bills from April 2023.

Energy Price Support: Northern Ireland
"By Jim’s standards, it was. I am grateful to the hon. Member for that intervention. I agree with him about the looming cliff edge that will come next year. It is also relevant to stress the issue of spending power in the economy, particularly in the run-up to Christmas for …..."Stephen Farry - View Speech

Energy Price Support: Northern Ireland
"Absolutely. There are huge issues in recognising the subtleties of what is efficient for making deliveries in the home heating oil market and the minimum size of delivery, and £100 pounds will not cover the minimum order volume. It is also worth stressing that there are economies of scale. The …..."Stephen Farry - View Speech

Energy Price Support: Northern Ireland
"I am grateful again to the hon. Member for his intervention. Households are facing, in effect, destitution, which is taking poverty to the nth degree in terms of their ability to cope. Similarly, reliance on food banks has increased by 76% in Northern Ireland over the past three years, which …..."Stephen Farry - View Speech

Question
to the Department for Business, Energy and Industrial Strategy:
To ask the Secretary of State for Business, Energy and Industrial Strategy, whether it is his Department’s policy that households in Northern Ireland will receive the £100 payment for energy support in November 2022.
Answered by Graham Stuart
The Government has committed to providing the £100 Alternative Fuel Payment this winter. Details will be confirmed shortly.
The Government will deliver this support as fast as possible. There is no central register of people who do not use mains gas for their heating. The Government is working with stakeholders to ascertain the best method of identifying eligible customers and making payments to them.
For Northern Ireland the Government is working with electricity suppliers to explore how the payment could be delivered via electricity bills.

Question
to the Department for Business, Energy and Industrial Strategy:
To ask the Secretary of State for Business, Energy and Industrial Strategy, whether energy support caps will be applied to relevant bills for businesses in Northern Ireland in November 2022.
Answered by Graham Stuart
The Energy Bill Relief Scheme will provide a price reduction to ensure that all non-domestic customers are protected from high energy bills over the winter period across England, Wales, Scotland and Northern Ireland. In Northern Ireland, suppliers will apply reductions to the bills of eligible non-domestic customers from November 1st.. The Government will compensate suppliers for the reduction in wholesale gas and electricity unit prices that they are passing on to non-domestic customers.
