It feels appropriate to be the last speaker in this debate, given that the journey time from my constituency to London to talk about inter-city rail travel is probably the longest of anyone here. I think that it is longer than that of the hon. Member for Edinburgh East (Sheila Gilmore) at four and a half hours from St Austell on the main line. I join other Members in paying tribute to my hon. Friend the Member for Redcar (Ian Swales) for securing this debate.

I congratulate the vast majority of Members on avoiding long and drawn-out references to High Speed 2. As I have often remarked, in the south-west of England, we would just like average-speed rail, please. I am very supportive of the plans for high-speed rail. It is a necessary part of our economic diversification and of the future-proofing of our rail infrastructure and network. However, the journey time of almost five and a half hours from Penzance to Paddington means that one can fly from London to New York in about the same amount of time as one can get from Cornwall to the Commons. We would therefore very much like to see investment in average-speed rail.

As hon. Members will know, rail connectivity is vital for the peripheral parts of our country, whether to deliver the visitors to Cornwall who spend so lavishly and support a good quarter of the local economy or to enable businesses in Cornwall to take their goods and services to markets in London, the south-east and further afield. That rail connectivity is a vital part of the overall transport network, which also includes Newquay airport, to which colleagues have referred, and the A30 and the A38. That network enables businesses and others to travel around our country, with all the benefits that that brings.

I wish to place on the record my support, along with that of my hon. Friend the Member for Plymouth, Sutton and Devonport (Oliver Colvile) and the hon. Member for Plymouth, Moor View (Alison Seabeck), for the Government to make a priority of resolving the issue at Cowley bridge in Exeter, which threatens to cut off the south-west every time there is significant rainfall—or, as we say in Cornwall, if there is rain in Exeter, England is cut off. That is part of the future-proofing and resilience that we need to ensure happens promptly in the rail network if we are to continue to experience weather events such as those at the moment, which I am sure we will. Such events have become all too common.

I welcome some of the developments on the network, such as the wi-fi that First Great Western is rolling out. I have long campaigned for that, because it has been absurd that inter-city travellers from Penzance to Paddington have not been able to access it. A business man or any other worker has had to sit on a train for about five hours without being able to access reliable internet services, meaning that they could not use that time as productively as they might have done. I am delighted that my campaign, along with others, to secure wi-fi on the network has been successful.

Would my hon. Friend be surprised to learn that in the south-east many First Capital Connect trains not only have no wi-fi but no sockets, and that some Southern trains have no toilets? It is a long way to go without them.

I am surprised and shocked, as I am sure my hon. Friend is, and I can only assume that the Minister has heard his pleas and that that will be part of the ongoing discussions with the train operating companies. We need trains that are fit for the 21st century so that people can use them as part of their daily routine. Where businesses use them, we need to ensure that they have wi-fi, food, sockets and, of course, toilets.

I also welcome the project to refurbish the Night Riviera, which is the sleeper service between Paddington and Penzance. It is a vital service for the business community, allowing people to come to London for early-morning meetings, spend the day here and leave again. It is welcome that we are to have additional coaches, that they are to be upgraded and that there is to be a new lounge.

One of my frustrations when I have used the Night Riviera service, much like the one that my hon. Friend the Member for Brighton, Kemptown (Simon Kirby) mentioned, has been that there are no sockets inside the cabins. Someone can sit down on the train hoping that they might be able to do some work or watch a movie on their iPad, only to lose power and have no ability to charge up their device. That is a point of detail, but I hope that the Department might be able to raise it with the people who are designing the new sleeper carriages.

The hon. Gentleman will also have noticed that, as those sleeper trains are currently designed, if someone wants to stretch out on the seats because they have not managed to get a berth, of which there are too few, they find that the arms of the seats are fixed. They have to spend their time sleeping either wrapped around a fixed metal arm or on the floor.

The hon. Lady will know that, often, what happens on the sleeper train must stay on the sleeper train, but she makes a good point about the comfort of the seated part of the service. If we are to invest significant money in that important service, we need to ensure that we get it right for the future. That includes moveable arms, as she says, and sockets to charge mobile and other devices.

The introduction of wi-fi, the revamped sleeper service and the intercity express programme, which will see more rolling stock delivered to the south-west, are all welcome. For too long now, customers on the Penzance to Paddington line have had to put up with a patchy service, often with no food aboard and with frequent delays and cancellations, out-of-date rolling stock, no wi-fi, as I have mentioned, and expensive ticket prices.

The Liberal Democrat party is clear that long-term investment in our rail network can secure an 8% dividend boost to the local economy in Cornwall. One key project that I hope the Minister will address is improving signalling in the south-west. Up to £15 million needs to be spent before 2017, which Cornwall council and the local transport board are keen to co-fund. That will improve capacity on the line by creating the prospect of a half-hourly main line service, improving journey times, and helping the route absorb the predicted increase in passenger numbers. I also put on record my support for the proposed Traincare centre in Penzance, which is a £14 million investment to house the new First Great Western rolling stock and the new sleeper. It will create up to 60 new jobs and move the maintenance of the bulk of the First Great Western fleet to Cornwall.

I will conclude with a couple of parochial points that I hope the Minister and I can correspond on in the future. There is a real need for improvements to St Austell station as there is currently no waiting room on the up platform, and no disabled access between the up and down platforms. The Minister’s predecessor and I were in correspondence about additional Government funding to make those renovations. The funding has been forthcoming but the project has not yet been delivered, so I hope the Minister will be able to return to his Department tomorrow and kick the necessary people into ensuring that the project stays on time and—excuse the pun—on track. People in Newquay value the fact that over the summer months a direct Newquay to other cities service comes through the branch line into Newquay, providing much relief for local traffic, particularly on the A30. That service needs to be maintained.

In summary, in recent years the south-west has fallen behind other parts of the country in terms of rail infrastructure. The Government have taken action through the extension of the franchise to encourage investment. I welcome much of that, but we continue to need a concerted long-term approach to ensure that the entire region—Cornwall, Devon and indeed the rest of south-west England—benefits from what our rail services could, and should, be.

The right hon. Gentleman will have heard my reply to the hon. Member for Halton (Derek Twigg) and the response that the Secretary of State gave to the hon. Member for Wrexham (Ian Lucas) about the Wrexham line. We are looking into those matters and I have said that I am happy to meet the hon. Member for Halton. I am sure that the right hon. Gentleman will want to join him.

The proposed public service obligation on the economically vital Newquay to London Gatwick route will run for four years, but funding might be in place for only two years. What assurance can the Minister give that funding will be in place for the duration of the public service obligation on that route?

I suspect that the hon. Gentleman should have directed that question to the Chief Secretary to the Treasury, who made an announcement on that matter recently. As Newquay is more than three hours from London and has a current operator, it is a potential applicant that would almost certainly be seen in a positive light.

As I have said many times, if it is ideological, it must have been the ideology of the previous Government, because that is what the former Transport Secretary and the former Chancellor said should happen. It is not ideological; it is about getting the best service and making sure we get long-term planning on the east coast main line. I believe that we will get a better service because that planning for the future will take place.

I was down in the west country—the Cornwall and Devon area—just a few weeks ago. I fully recognise the importance of mobile services for the travelling passenger and I am keen to see improvements made. We are discussing with First Great Western how to deliver better services to the hon. Gentleman’s constituents.

I am somewhat surprised—I am not sure whether the hon. Gentleman was expressing support for the McNulty recommendation that we should take costs out of the railways. I did not expect such support from the hon. Gentleman, but any help I can get, I am always happy to bag.

The First Great Western franchise runs old trains with no wi-fi, and often no food, through run-down stations. Commuters in Cornwall and Devon would welcome average-speed rail, let alone high-speed rail. What can the Secretary of State do to push investment in this route before July 2016?

I know the hon. Gentleman was unable to attend my meeting with First Great Western because of other engagements. I am very keen to improve services, particularly in his part of the country. I am going there in a little while to look at those services first hand, and I will certainly pass on the representations he has made when I have discussions with First Great Western—and Network Rail, as both are involved.

Will my hon. Friend confirm that the Government do not intend to redefine religious marriage, but that they intend to extend equal marriage to civil and religious ceremonies?

I thank my hon. Friend for that clarification. That is exactly the case: we are not touching religious marriage or redefining marriage. Religious people may continue to believe that marriage can be only between a man and a woman. That is not the state’s view. We do not take the Orwellian view that

“All animals are equal but some animals are more equal than others”.

I think I need to take issue with the hon. Lady’s statement about the number of disabled people who are getting into work. More people now have access to schemes such as access to work, which provides invaluable support for disabled people to get into employment, and the Government have already launched the Work Choice programme, which gives specific support to severely disabled people. That, coupled with the work by the Minister of State, Department for Work and Pensions, my right hon. Friend the Member for Epsom and Ewell (Chris Grayling) on the Work programme, represents an admirable package of support for disabled people, although we will of course strive to do better.

Earlier this year, we announced our intention to remove the ban in England and Wales on civil partnership registrations being held on religious premises. A consultation document seeking views on the practical changes needed to implement that provision was published on 31 March. We believe that this voluntary provision is a positive step forward for same-sex couples and for religious freedom.

Does the Minister agree that, when it comes to equality before the law, there can be no such thing as “almost equal”? Bearing that in mind, what further steps will the Government take to end the inequality in marriage and civil partnership rights between straight and homosexual couples?

Yes, I agree that “equal rights” means “equal rights”, not “similar rights” or “nearly but not quite as good” rights. Having listened to stakeholders, it is clear that there is a genuine desire among many of them to move forward to equality between marriage and civil partnerships. Over the summer we shall start a discussion with all those with an interest in the matter on how legislation can develop.

My hon. Friend is right to say that we owe it to the army of people who voluntarily protect life and limb at sea to get this right so that people are confident about going to sea. Does she agree that that is the test on which we should judge these proposals?

That is right. As the Minister began by saying, it is the people of the country, as well as seafarers, who have to feel absolutely sure that, whatever happens when the proposals are introduced, safety is paramount. The transparent way in which all the proposals will be published and scrutinised by the Transport Committee, and the fact that hon. Members will again have the opportunity to examine and debate the proposals in the House, should give people the assurance that they desperately crave at the moment, and give the answers to the questions which remain unanswered.

I will make every effort to show atypical restraint in my remarks. I give notice to all colleagues that I will not give way.

I congratulate my hon. Friend the Member for Truro and Falmouth (Sarah Newton) on securing this absolutely key debate. The number of people here shows the concern that is shared across the House and the country, as well as across all parties. I also congratulate the hon. Member for North Ayrshire and Arran (Katy Clark) on tabling her early-day motion, which I was pleased to sign.

I grew up by the sea in Cornwall. My great-granddad made his livelihood as a fisherman. My constituency’s north coast is protected by services from Brixham, while its south coast is protected by services from Falmouth, so there is every danger that we will suffer a double whammy. My intention is to press the Minister for assurances that that will not happen, and that he will always put the safety of those who use the sea before any other consideration.

I do not think that any hon. Members doubt the importance of the sea for trade, our food supply, leisure and our ability to come and go from these islands and explore the rest of the world. The people who protect our safety and ensure that we can benefit from all that the sea, and sea lanes, provide are the coastguards. As my hon. Friend the Member for Truro and Falmouth said, in a well-argued and passionate speech, Falmouth is already a centre of excellence for what it does; it is the place the rest of the world looks to to learn how to do such things. It concerns me greatly that the Government choose, outside of anything mentioned in the coalition agreement, to consider the reforms.

I shall be brief, to give other hon. Members the chance to speak. I want some reassurance from the Minister that the consultation is a real one, that the outcome has not been prejudged and that he will listen to all the bodies that are responding to the consultation. I want his assurance that the Government are exploring all other options to make the necessary revenue savings without reducing front-line services, and that at all times the safety of those who use the sea will come before any other considerations. Other hon. Members have noted that we are of course dealing with the need to modernise the service and, as my hon. Friend the Member for Suffolk Coastal (Dr Coffey) said, improve resilience, adapt to modern technologies and face a new century in a different way; but we must remember that we are an island nation and need the sea. It behoves us in this House to protect those who use it.
