I am grateful to the hon. Gentleman for making his points, but I am afraid that in many areas he is quite wrong. Before the Government reformed academic qualifications, we asked Professor Alison Wolf to help reform technical and vocational qualifications. The Labour party said that it endorsed the proposals, but when we have put forward individual policies to implement her proposals, it has opposed them.

We have not abolished work experience. It was an entirely different process that referred to key stage 4, and it was a recommendation of the Wolf report, which we implemented in full. The Opposition said they backed it, but now they U-turn on it. I am afraid that the hon. Gentleman’s passion for vocational education will be credible only if he does his homework, which sadly he has failed to do so far.

T2. It is disappointing that before Easter, the National Union of Teachers and the NASUWT announced plans for strike action in the summer term, which will achieve little except disrupting children’s education and ruining parents’ working arrangements. Will my right hon. Friend do his utmost to ensure that teachers are aware of the folly of industrial action in the classroom?

I entirely agree. I meet more and more teachers who are in despair at how the NUT and the NASUWT affect to represent them. One thing worries me more, however—the principal party of opposition has not yet condemned the strikes and criticised those unions. When the hon. Member for Liverpool, West Derby (Stephen Twigg) had a platform at the NASUWT conference, he should have denounced its strike action, but I am afraid there was silence.

Yes. The quality of apprenticeships is vital, and that includes the length of an apprenticeship. We have introduced a minimum duration for apprenticeships, and we insist that, in all but exceptional cases, they should last for the minimum of a year. That is in the report, but it is an area in which we have already taken action.

Apprenticeships have been one of the Government’s big success stories so far. In Chester, the number of apprenticeships has more than doubled, with 900 people starting one last year. When I talk to companies and businesses, however, I find that micro-businesses find it difficult to take on apprentices. Does the Minister have a view on how we can encourage companies with only one or two employees to take on an apprentice?

We are making it as simple as possible. I studied at West Cheshire college in my hon. Friend’s constituency. Colleges and other providers can help small businesses to bust some of the bureaucracy, but I want to bust some of the bureaucracy myself to make it easier.

I voted for it, and he and his colleagues advised the workers in BT—[Interruption]—not to buy the shares and more than 90% of them did buy them. In this instance, Parliament has quite rightly provided that up to 10% of the shares should be reserved for employees. I think that the more than 130,000 people who work for Royal Mail should have the chance to share in the success of their company.

My right hon. Friend the Minister for Universities will be aware of Chester university’s great success in getting industrial support. The vice-chancellor, Professor Tim Wheeler, the hon. Member for Ellesmere Port and Neston (Andrew Miller) and I all have a free spot in our diaries on 1 March. I was wondering whether my right hon. Friend would come and join the celebrations with us.

We want to see the best possible links between universities and businesses. The Chancellor recently tripled public investment in our UK research partnership investment fund, which promotes investment in shared research and development facilities on our campuses. Winning bids must include sponsorship from businesses or charities, so the scheme will deliver more than £1 billion of new R and D investment in total.

I welcome my right hon. Friend’s response and highlight for him the success we are achieving in Chester with the Riverside innovation centre and work between businesses and the university of Chester. May I ask him to visit the innovation centre in the near future?

I have happy memories of visiting the university of Chester when Opposition spokesman and so will certainly try to visit as a Minister. My hon. Friend describes just one example of the reason why the World Economic Forum recently placed the UK second out of 144 countries for the quality of university and business collaboration in R and D.

I am happy to meet the hon. Gentleman and anyone else concerned about this problem. I meet regularly with Jaguar Land Rover, as does the Minister of State, Department for Business, Innovation and Skills, my right hon. Friend the Member for Sevenoaks (Michael Fallon). This is not an issue that it has raised with us so far, but we are happy to pursue the matter. I want to reinforce what the hon. Gentleman said, however. This is a magnificent company investing £2 billion over this decade and creating high-level employment. The Government have made a substantial contribution to support it through the regional growth fund, support for the engine plant in Wolverhampton, which is now getting off the ground, and in other respects.

T8. Chester has seen record numbers of new businesses being set up in the past year, with 305 being registered during the first six months of the year—a 323% increase on the year before. Does the Minister agree that these and other recent figures show that the work that the Government are doing to encourage private sector growth and redress the north-south imbalance is beginning to deliver results in the north-west of England?

That is encouraging news and shows the strength of the small business sector in the north-west in particular. The key to encouraging small businesses is to continue to cut back the burden of red tape imposed by the last Government, to reduce the level of business taxation imposed by the last Government and to ensure that they have full access to finance through the banking system.

The starting point is the recognition that Liverpool docks, having declined for many decades, now have enormous potential as a result of the £35 million that has been put in to dredging for the deep-water terminal and the support for offshore technologies. There is a major problem of access. A report has been carried out and is being followed through as part of the city region bid. We are working with the Department for Transport. We recognise that there are transport bottlenecks and there is a commitment to act on that.

The British car and truck industry is strong and growing. More than £6 billion of investment has been committed to it by global investors including BMW, Nissan, Jaguar Land Rover and, as we have heard today, Honda. More than 80% of the vehicles made here are exported, and exports now exceed imports in value for the first time since 1975.

I welcome my hon. Friend to his post and thank him for the welcome news that he has just given. Will he assure us that he will use his new post to encourage exports by taking every opportunity to talk up and promote UK plc, unlike Opposition Members, who seem to delight in constantly talking down the success of British industry and talking down our economy?

I will certainly do what my hon. Friend suggests. I met some of the key players in the industry yesterday. The Government provide significant support for research and development, training, and improving the UK’s sourcing of the supply chain in this important industry. I announced a further £9 million yesterday for a research and development centre for energy storage to capitalise on the growing electric and hybrid vehicle battery market. The Secretary of State will today visit Honda to welcome the 500 new jobs that it is creating in Swindon. I hope that the Labour party will welcome that vote of confidence in what the Government are doing.

My right hon. Friend the Minister for Universities and Science is absolutely determined that the service provided by the Student Loans Company should be up to scratch. I can tell the House, and my hon. Friend, that 99% of applications received from students who applied by the relevant deadlines with the correct documentation were ready for payment at the start of term. This is real progress, but we are not complacent, and we will always insist that we do the very best with the Student Loans Company.

During the allocation of science and research funding, BIS consulted the national academies, business groups and universities and agreed a flat-cash ring-fenced settlement for science and research of £4.6 billion a year for 2011-15. In the Budget, the Government invested a further £100 million in science capital, including £10 million at Daresbury.

I welcome the announcement in last week’s Budget of the extra £100 million in capital spending, including the £10 million at Daresbury. Will my right hon. Friend confirm that that £100 million comes from the permanent bank levy, which was introduced by this coalition Government against opposition from Labour Members?

I can confirm that. Of course, the bank levy has a good economic basis because it is the payment that the banks make for the protection that the state provides for banks that are too big to fail. The £100 million is new money—new capital investment—and I am delighted that my hon. Friend’s campaign for Daresbury has borne fruit in this way.

Businesses need to know that they will recoup their investment rapidly, with even the most expensive apprenticeships paying back in less than three years. Apprenticeships have a real link to productivity and to competitiveness. May I just say that Brentford football club had a very good result on Saturday, when they drew with Milton Keynes Dons?

Chester FC was also successful last Saturday, winning 5-0; I was fortunate enough to be there. It is a community-run and owned football club, which recently launched an apprenticeship scheme employing 21 16-year-olds on sports management courses. What is the Minister doing to encourage other big society organisations to get involved with apprenticeships?

We are involved in an unprecedented campaign to promote the value of apprenticeships. Last week—apprenticeship week—450 events were held throughout the country. I met learners, employers and providers. Apprenticeships are top of the agenda for all those groups.

I want to congratulate my hon. Friend the Member for Lancaster and Fleetwood (Eric Ollerenshaw) on securing this debate, which is of the utmost importance to his constituents and mine. Like Lancaster, York and Colchester, Chester is a beautiful historic city that has been economically successful for almost 2,000 years. As with many historic towns and cities, Chester was traditionally a county and market town, and the modern Chester still has a very important sub-regional role, providing jobs, shops and entertainment for a huge area that stretches across north Wales, Cheshire, the Wirral and north Shropshire.

As a result of their history, culture and pleasant surroundings, historic towns have tended to be very popular and desirable residential locations. However, such popularity and desirability bring about their own problems, in terms of high house prices and the difficulty that many local people face in affording housing in towns such as Chester. In the 21st century, we also face a threat to our traditional economy, which is based on being a retail and tourism centre, from increased competition, internet shopping, out-of-town retail parks and cheap foreign travel.

In Chester, we also have a problem that other historic towns and cities have not had to deal with so much. That problem is that we have not always taken advantage of our historic assets; we have not looked after them and we have not maximised their potential for economic advantage. We look to places such as York and see what has been done there, and we in Chester want to follow in the footsteps of the people of York and ensure that we are as successful as York has been.

There are a few challenges and opportunities that I would like to discuss. First, we must ensure that we all make maximum use and take maximum advantage of the assets that we already have. In Chester, we have a thriving shopping centre and we are already a world-renowned visitor destination. We also have the most successful zoo in the UK, the Roman walls and amphitheatre, and the Chester Rows, a site that is another applicant for UNESCO world heritage status. Furthermore, Chester Races draws tens of thousands of people to our city.

However, we need to do more to ensure that we continue to prosper in the 21st century. In the future, we need to give the people who come to Chester more. When people go shopping in Chester, we need to ensure that they get more than just the shops. We have to ensure that we entertain them and inform them as well. People have to know that if they come shopping in one of our historic towns there will be things happening—street entertainment, museums, galleries, theatre, a wide range of restaurants, interesting historic sites, and parks and open spaces in which they can relax. The same is true with tourism.

In Chester, we have been successful in getting people to come to our city on day trips, but we are aware that day-trippers do not spend huge amounts of money in the city; they tend to come in on the coach, spend a day there, have a look around and disappear again, without putting their hands in their pockets. We have to ensure that we start selling our historic towns and cities as a package. We want to encourage people to come to Chester and not only come for the day but spend a couple of nights. They could see the zoo one day or go to the races, then spend a day in the city centre going shopping or walking the walls and seeing some of our historic sites, such as the cathedral, and perhaps on a third day they could go to north Wales, into Snowdonia, or to Liverpool for the day. People need to know that if they come to Chester or one of our other historic towns or cities, there will be something going on regardless of the day, week or time of year. We need to start marketing our towns and cities as a package—a mix of history, culture, entertainment and shopping. That total mix is important.

Out-of-town shopping centres may have shops and the cinema, but do they have the culture and the history? A day trip to a theme park may be fun, but does it educate someone or allow them to shop in high-quality high street shops? It is only by maximising, and making the best use of, all our assets that we can work towards delivering our goal, which is to have a vibrant and busy local economy and for our historic towns and cities to thrive, compete and prosper in the 21st century.

Like the constituency of my hon. Friend the Member for Lancaster and Fleetwood, transport and local transport infrastructure is one of the biggest problems we face. Historic towns tend to have been built before the invention of the motor car, and the Romans did not think of the needs of the car when they were building the city and laying out Chester’s street network. We also have the problem of being unable to adapt our local transport infrastructure due to our historic heritage. No one would seriously suggest blasting a hole in our city walls these days to build a new road or tramway, and, similarly, no one would consider knocking down a row of listed buildings to widen a narrow road.

Historic towns tend to be restricted by their geography. Chester, like many historic towns and cities, is built on the lowest fording point of the River Dee, and consequently faces huge problems getting people from one side of the city to the other, when the river is running through the middle. In Chester, we also have only two bridges crossing the river, so road traffic faces severe difficulties getting from one side of the city into the city and out. That is exacerbated by the fact that, like Lancaster, people have to travel through the city centre to get from one side of Chester to the other. We have to get away from through traffic being funnelled through city centres. Suitable bypasses that allow traffic to avoid the centre are, in many cases, a desperate requirement, and, to that end, like my hon. Friend the Member for Lancaster and Fleetwood, I would like to highlight the long-standing and desperate need for a Chester western relief road, which would not only relieve congestion within the city centre but open up a large area on the English-Welsh border for economic redevelopment in future.

When people get in to the city centre, they still face problems. Car parks are often worth more as development sites than car parks, which leads either to sky-high car parking charges or to a shortage of parking spaces in the city centre. We all want a reduction in unnecessary car travel, but for many historic towns, especially those with a large travel-to-work or travel-to-shop catchment area, car travel is necessary. Over-expensive parking or a lack of parking has only one effect: it discourages people from visiting the city centre and encourages them to travel to out-of-town locations instead. To combat that, local authorities have to ensure that there is adequate low-cost car parking. New and novel pricing structures need to be introduced as well. For instance, Chester has a free-after-three scheme, which allows and encourages local residents into the town in late afternoons and early evenings—traditionally quiet periods for the city centre shops—while ensuring that all-day parkers, who tend to have to go to the city centre to work, are encouraged out of their cars and into the park-and-ride scheme. It is more cost-effective to use the park-and-ride scheme for the day than use the car parks and fill up space needed for shoppers and visitors. Of course, such schemes also reduce rush-hour congestion.

We cannot forget the importance of the railways. Many historic towns and cities were key link points during the expansion of the railways in the 19th century. Typically, historic towns have very good rail links, which provide some strange ties—for instance, Chester has good rail connections with London, but the direct train to London stops at Milton Keynes. Chester has advertised in Milton Keynes, and we have had a huge number of people coming from Milton Keynes to Chester, because it is just as easy to get to Chester as it is to get to London for the day. We are encouraging people from Milton Keynes to come. I did not think that Milton Keynes was in a suitable catchment area for Chester, but it is, due to those rail links. Virgin Trains said that the Chester-London line has been its best performing line over the past year, so more people have been encouraged into the city, encouraging more improvements in our local economy.

We are lucky that our historic towns and cities provide a desirable environment; people want to live in and visit them. Companies want to be based in them and bring their customers to them. Consequently, we are seeing huge demand, even in these straitened times, for high-quality, modern business locations. However, there is a problem in historic towns in that it can be difficult to find room to accommodate that new business growth. We cannot easily clear large sections of an historic city centre for redevelopment without destroying our historic heritage. The city centre of Chester, like Colchester, is surrounded by walls, so there is a natural limit on growth in the city centre. Consequently, there are huge pressures to develop outside the town in the neighbouring green belt. Historic towns must be allowed to develop organically, and, sometimes, some green belt development may be necessary, but that should be only when there is no alternative. In the meantime, we must maximise redevelopment opportunities and take maximum advantage of opportunities as they arise.

The current economic situation and the proposed downsizing of all levels of government have a silver lining, in that they provide a once-in-a-lifetime opportunity for historic towns and cities to release land in town centres for new development opportunities. The abolition of Cheshire county council last year led to the sale of the old county hall in Chester to Chester university for the development of a new riverside campus. The gradual downsizing of Lloyds Banking Group, following its creation through the merger of HBOS and Lloyds TSB last year, has led to a huge tract of land becoming available between Chester station and the canal in Boughton, which, I hope, will be redeveloped as a new business district in the heart of the city. Recent school closures have provided land for new retail development, new care facilities and new affordable housing for local residents. Therefore, there is a sliver lining to the reductions in Government expenditure and the release of properties in our historic cities for economic purposes.

Our historic towns and cities have, by nature, tended to be successful and prosperous towns. By selling our historic towns as a package, improving their transport infrastructure and allowing organic growth, we can help them to become even more successful in future.

I am very grateful to the hon. Gentleman for raising that matter, and I must pay tribute, across the Floor of the House, to the fantastic work that he has done in the fight against anti-Semitism. I can reassure him that we have already committed to give the Holocaust Educational Trust the money that it needs. It is an issue of no contention, across the House, that we must ensure that as those who remember the holocaust fade from our lives, the memory of that unique evil never fades from the minds of any of us in this place.

T2. My local education authority of Cheshire West and Chester is one of the lowest funded in the country; like Leicestershire, it is a member of the F40 group. What measures is the Secretary of State taking to ensure that education funding will be more equally distributed across the country in future?

I am grateful to my hon. Friend for making that passionate case, as so many representatives from F40 authorities do. In the context of the comprehensive spending review and the forthcoming schools White Paper, we are now looking at how exactly we can ensure that schools funding is more equitable across the country. We are of course looking particularly at how we can ensure that disadvantaged children, wherever they live, receive what they deserve.
