The hon. Gentleman is entirely wrong. We have funded the wildlife crime unit, which does great work, both at home and abroad; we have been a leader in global forums on dealing with international crime—for example, we have co-funded Project Wisdom, through Interpol, to tackle the illegal trade in endangered species; we are involved in a variety of different operations in Africa and other range states to protect wildlife species; and the expertise we have at home is part of a fantastic partnership between the UK Border Agency, the police and various other agencies, which other countries come to look at.

My hon. Friend will be aware of the key role that Chester zoo is playing in the “If They’re Gone” campaign, whereby it is leading on orangutans and it has orangutan month in August. Will he tell us about the key role the campaign is playing in promoting awareness in the UK?

The “If They’re Gone” campaign is one of the highlights of what this country is doing in giving leadership. My right hon. Friend the Secretary of State has launched the rhino part of the campaign, and the elephant part highlights the importance of making people aware of the risks that ivory poaching poses to that species. The next phase is the orangutan phase. The orangutan is an endangered species and this country is determined, through our footprint abroad and in terms of the palm oil we all use—making sure we are responsible at home and abroad—to protect that very special species.

Fish Discards

I am grateful to my hon. Friend, who has been a hearty proponent of an end to the top-down management of fisheries and an enemy of discards both here and in the European Parliament, and I will continue to work on that. We should be very grateful to organisations such as Fish Fight for the part they played in exciting popular culture in support of what we are doing, but it is also worth paying tribute to the small groups of scientists, officials from DEFRA and other organisations that have been working to end discards and reform this policy for a long time.

I give three cheers for this agreement, which represents a huge step in the right direction. However, given that some European countries, most notably France, remain opposed to some of its key elements, will the Minister ensure that he keeps up the pressure so that there is no slippage in the proposals?

I was pleased to welcome the new French Minister to the negotiations and very glad that I did not have to do what he did: ring his Prime Minister at 4.30 in the morning to get his authority to support the proposals. I can assure my hon. Friend that we work with every country that we feel can move this forward. It is really important that we do not just sit back because we have a general approach agreed; there is a lot more work to be done. I am grateful for my hon. Friend’s support.

I know that the hon. Gentleman works closely with agencies in the area, particularly on air quality issues emanating from Heathrow. My noble Friend Lord Taylor of Holbeach, who leads on this issue, will, I am sure, be willing to meet him and others to ensure that there are local strategies. I should point out that the Mayor, through his air quality strategy, has addressed many of the hon. Gentleman’s concerns. We are starting to see improvements in a number of areas and I look forward to being able to report improvements in London for 2011.

Will my hon. Friend update the House on progress to improve air quality through the work of the clean air fund?

Clean air fund measures are locally targeted to reduce PM10s by 10% to 20%. They include green infrastructure, dust suppressants, retrofitted buses and dealing with traffic hot spots where the stop-start of traffic has caused severe or marked increases in air pollution.

I am very happy to discuss the details of that with my hon. Friend and with farmers from her constituency, because that outcome is not our intention. We want farmers’ businesses to be secure for the future. If the Government had not taken responsibility for this issue by taking forward a clear vision of an abstraction regime that is fit for the future—it has been a problem for a long time that there has not been such a coalescing of ideas—farmers in her constituency would have been in a much worse condition.

The Minister has just mentioned Welsh Water. Will he remember that it also serves customers on the English side of the border, for instance in Chester? In areas where there are disputes between DEFRA and the Welsh Assembly Government—for example, on the Consumer Council for Water—will he ensure that customers on the English side of the border are not forgotten?

I will of course ensure that they are not forgotten. I am looking forward to going up to the north-west to see the new interconnector, which will provide water from places such as north Wales to an area that was water-stressed last year. We have to recognise that drought is not exclusive to the south and east but is now a feature in other parts of the country, including my hon. Friend’s constituency.

T9. The Shropshire Union canal runs through the heart of Chester and is much-loved by canal users, fishermen and local residents. How can local people and canal users get involved in the new north Wales and borders waterways partnership to help support the future of our local canals and inland waterways?

The good news that the launch of the canal and river trust is on schedule will be welcome to my hon. Friend’s constituents and all who know and love their canals. There is a plethora of ways in which they can get involved. They can take part in their local partnership, which, following our consultation, will have a much more local focus. I look forward to working with him and other hon. Members to ensure that the new charity is a great success.
