The Chairman of the Select Committee makes a telling point. Public spending per head in Northern Ireland is currently £10,706, which is about 25% higher than it is in England. That is a huge advantage for Northern Ireland. It gives us time to rebalance the economy as well as showing the key role that membership of the UK plays for the people in Northern Ireland.

Further to the words of the right hon. Member for Belfast North (Mr Dodds), one of the advantages and benefits of the United Kingdom is a common defence policy, to which men and women of Northern Ireland have contributed greatly. How does the Secretary of State feel, on today of all days, about men and women who are military personnel being made compulsorily redundant?

I am happy to concur wholeheartedly with the hon. Lady’s comment. Northern Ireland has moved on by a huge distance, and everyone can now express their legitimate political aims and pursue them by democratic means. There is absolutely no place for political violence in Northern Ireland today.

On behalf of the whole House, may I congratulate the Minister of State on his upgrading of my right hon. Friend the Member for St Helens South and Whiston (Mr Woodward) to his new role of Secretary of State for Northern Ireland? I am not entirely sure whether that was a prediction, but it is certainly one that we would support. Further to the question from my hon. Friend the Member for North Tyneside (Mrs Glindon), the Secretary of State will be aware that even below the most placid surface, dark cold undercurrents flow, and that we have to address the issue of the sectarian legacy. What is he doing to support groups such as Co-operation Ireland and other peace-builders?

I am grateful to the shadow Minister, who is on perky form this morning. I have regular meetings with the chairman of Co-operation Ireland; I am actually seeing him again today. However, dealing with community groups is very much in local hands. I have had recent discussions with the First Minister and the Deputy First Minister, and I am seeing both of them again tomorrow. This is very much a local issue to be sorted out on the ground according to local circumstances. [Interruption.]

I have been using the expression “enterprise zone” for three and a half years as a cover for looking at ways of reviving the private sector in Northern Ireland. As the right hon. Gentleman knows, I am a convinced evangelist for the proposal to devolve corporation tax, to allow it to be lowered. The paper published tomorrow will also contain an amalgam of ideas from the Executive. On the issue of air passenger duty, he will also have to be a little more patient and wait for the Budget statement.

On the subject of robust policies, we have now had nine months since the emergency Budget, yet the 65% employment rate in Northern Ireland is the lowest in the UK and unemployment is rising to 8%. May I ask the evangelical Secretary of State how much further pain families in Northern Ireland must be expected to bear?

I thank my hon. Friend for that question. We made it clear that a bid has been made by the Justice Minister, whom I met on Monday and talked to this morning on the phone. We are raising this at the highest level of government and we are determined to stand by Northern Ireland and do the right thing.

It would be churlish of me to let this occasion pass without congratulating the right hon. Gentleman, the Minister of State, on his elevation to the Privy Council, and I do so with pleasure.

It would be negligent of me—

It would be negligent of me, Mr Speaker, not to remind the Secretary of State that the request for additional funding has been with the Treasury since last year—for months. The signal that we send to dissident terrorists is the most important thing here. Will the Secretary of State fight for Ulster, fight against the dissidents and fight with the Treasury to get this money, which the PSNI needs now?

I thank the hon. Gentleman for his congratulations to my right hon. Friend. He is not quite right about the request—[Interruption.] No, he is not right to say “months”. The Minister of Justice has negotiated within the Executive and got a significant increase from his fellow Ministers, which we welcome. Having resolved where he stood with the Executive, he then wrote to me with a request calling on the reserve. That letter came to me in January.

I think that is a sub judice issue. We support the rule of law and it should be pursued by the legitimate people in authority in the legal sphere and the judicial sphere. It is not for us as elected politicians to interfere.

I am grateful to the real Secretary of State for the comments he made earlier, but members of the PSNI tell me that two of their principal anxieties are the dissident threat and, obviously, financial uncertainty. On 10 November, the Secretary of State said that should the situation become worse, the PSNI would

“have the right to approach the Government”—[Official Report, 10 November 2010; Vol. 518, c. 276.]

—something which I think we all have. Today, he has gone a little bit further. Will he today stand four-square with the PSNI and say that, should the situation become more grave—which we hope it will not—he will support the PSNI in an application to the contingency reserve?

I welcome the hon. Gentleman to his new role. I will say emphatically, for the third time during this Question Time—and I said it to the Chief Constable yesterday and to the Justice Minister this morning—that should the security position in Northern Ireland deteriorate, we will adhere to the arrangements, which we have conceded were fixed by the previous Government, that given a deteriorating security position, the Justice Minister and the Chief Constable can come to the UK Government with a security case for funds from the contingency reserve.
