Specifically on the situation in Nigeria, I can assure the hon. Gentleman that we regularly raise these issues at the highest level with our friends in Nigeria. We are aware that these conflicts are often driven by conflict over land, grazing rights and water. They should not necessarily always be characterised by religious difference.

Sadly, around the world today we are seeing a rise in the level of persecution of Christians, particularly across the middle east. Will the Minister confirm that the Foreign and Commonwealth Office remains committed to protecting and promoting religious freedom, particularly of Christians who are persecuted around the world?

I can certainly confirm that, but it is wider than that. We always seek to help in specific situations relating to all freedom of religion and belief, but we also raise the issue more widely in international forums such as the United Nations.

It is an honour to serve under your chairmanship, Mr Hollobone. I place on record my huge respect for people of all faiths who are persecuted around the world for their faith and, in the context of this debate, particularly for Christians who face horrific circumstances that we in this country can only imagine. We honour their dignity and courage.

Persecution is not always about violence and killing people. It often takes more subtle forms where Christians and people of other faiths are excluded from certain parts of society and from obtaining certain jobs—in some countries they cannot work in the public sector—and are perhaps put under surveillance. We should be conscious of all forms of persecution that Christians face around the world, not just the most extreme.

To echo other hon. Members, our Government should do more to use the influence they have, particularly through the Commonwealth and our overseas aid budget, to ensure that the rights and freedoms of Christians around the world are protected and to challenge countries where that is not the case. Like other hon. Members, I place on record my huge respect for Open Doors and the incredible work that it has done over decades to raise the issue of the persecuted Church around the world and to support persecuted Christians. It is a sad reality that despite the organisation existing for more than 50 years, its work is more needed in our world today than ever before. We should support everything that it and others do to support the persecuted Church.

I feel a bit of a lone voice because I am going to speak in favour of voting to leave next week. It is very important for me to do so because I believe that Labour Members’ comments about a Tory Brexit betray the fact that they are not listening to the British people. The vote next week will quite clearly be very close, but at least half of the British people have had enough of the EU and want to leave. By calling this a Tory Brexit, Labour Members are just not listening to the many millions of British people who have genuine concerns about our current relationship with the EU.

This debate, however, is about the supposed economic benefits of our membership of the EU. I will address one very specific point in that regard. According to the House of Commons Library, in 2016 Britain is forecast to give £20.5 billion gross and £11.2 billion net to the EU, so we will be getting back some money from that £20 billion. No one can deny that that will be a large sum of money, and there are various opinions about how it could be spent, but only if we leave will we get to decide how it can be apportioned.

Part of the money we get back from the EU comes in the form of economic development aid. The constituency in Cornwall that I have the privilege of representing is one of the areas in England that benefits the most from that aid. Over the past decades, Cornwall has received hundreds of millions of pounds in regional growth funding from the EU.

I thank my hon. Friend for that—I was about to make the point that over the past 10 years or so Cornwall has received around £600 million in economic development aid. But we need to remember that that is not EU money. The EU does not actually have any money—there is no magic EU money tree. It is our money, which we give to the EU. It converts it into euros, then converts that into sterling to give back to us, except that it gives it back with a whole load of strings, bureaucracy and red tape attached about how we can spend it.

The fact is that that money is not working. It was meant to create 10,000 new jobs in Cornwall. In fact, in the past 10 years or so, it has created around a third of that number. That Cornwall has now qualified for a third round of EU funding demonstrates that the funding is failing. It is not lifting the Cornish economy as intended. It is not raising wages or the standard of living in the way it was designed to.

I will not take any more interventions, I am afraid.

There is a very simple reason for that failure. We are not able to spend the aid on what we need to in Cornwall. How we should spend it is dictated, Big Brother fashion, by the EU. The requirements are designed for a Europe-wide programme that does not fit the Cornish economy. I will give an example. The current round of funding is targeted only at supporting and providing facilities for small and medium-sized enterprises. But Cornwall does not need another load of SMEs. We need big companies to come and invest in Cornwall, to create better-paid jobs and provide career opportunities for our young people. That is what Cornwall desperately needs.

Just this week, business leaders told me that there were two projects on the table and ready to go. One was from a large company that wants to invest in Cornwall and create jobs, and the other was from a manufacturing company in Cornwall that is ready to expand, producing lots more jobs. Both need European regional development fund support but do not qualify for the current round because they are not SMEs. The EU is giving us back our own money but telling us we cannot spend it on what we need and want to spend it on in Cornwall.

I do not know whether any other Members recognise this situation, but I get quite wound up when I see that wonderful blue plaque saying, “Funded by the European Union”. Every time I see one, I think, “No, that was funded by British taxpayers’ money that you have recycled and given back to us then told us how to spend.”

We are often told we should vote remain because of all the economic support we get from the EU. Well, from a Cornish point of view, it is not working. Our own money is recycled, but how it can be spent is dictated to us. I contend that we would be far better off keeping that money ourselves in the first place and having the British Government decide how we can support our regional economies.

The theme of this debate has been the risk of leaving against the certainty of remaining. I say that there are quite clearly risks in remaining. No one knows what the future of the EU will be. The eurozone crisis has not gone away, but has just been kicked into the long grass, and the migration crisis will continue to be a major issue in the EU. There is no certainty. The vote is not between the status quo and leaving. We are voting on whether to remain, and there are many, many risks in a remain vote. Let us be honest with the people of this country that there are risks on both sides. I will certainly be voting next week to leave.

I would not like to attribute any particular motivation. It may often go no further than the fact that for someone with a long and honourable record of public service, who is used to serving democratically elected Governments, it is very difficult to refuse a request from high up in the political establishment—possibly from the Prime Minister or the Prime Minister’s representative—that they should speak out in support of Government policy. Let us put it this way: to refuse might be deemed ungrateful and against the ethos of civil servants’ obedience to Government rule. One does not have to look for base motives; one can simply say that it would take a special sort of independence of mind for someone to tell the Prime Minister or his representative that they were not going to help out in his hour of need.

It certainly seems to be an hour of need, because the reality is that the campaign seems to be getting more and more desperate and unscrupulous. Everything the remain campaigners do seems to be unavailing in shifting public opinion. The further they dig themselves into holes through dodgy tactics, the harder it becomes to defend them. I revert to what I said at the beginning: it appears that no Back Bencher is willing to attend the debate and speak up in favour of the Government’s tactics in producing this one-sided leaflet. These things do not happen by accident.

Does my right hon. Friend agree that it goes further than that? Many Back Benchers—I include myself among them—feel desperately let down by the Government. We genuinely had an open mind. In my case, I am generally Eurosceptic, but we genuinely wanted to see what the Prime Minister came back with from the negotiations before we made up our mind. Now we discover that the Government had no intention of ever recommending that we should leave, and were completely set on the remain campaign from the very beginning.

Yes, it is absolutely clear that the Government are and always have been set on remaining come what may. The manoeuvres do not happen by accident. It is no accident that there appears to be a total boycott of the debate by Members from the remain side of the argument, other than the Front Benchers who have to be here. It was no coincidence that we had the intervention from the retired heads of MI5 and MI6 just 24 hours before the Prime Minister made his speech today. Such things are orchestrated. I can only assume that the more questionable the Government’s tactics come to be, the less able they will be to find people to stand up and defend them.

I had better bring my remarks to a close, because many other Members wish to speak. I do not know whether the debate will go right to 7.30 pm, but although I will stay as long as I can, I apologise for the fact that I will not be here for the winding-up speeches if the debate goes to its full length.

The Government’s only defence of the leaflet, which they have produced at such great cost to the public purse, is, “We can only look at the facts honestly, and the facts as we see them all come down on one side of the argument.” If that were honestly the case, there would be no need for a referendum in the first place. There would not be huge disagreement among a large part of the population with the idea that Britain should remain in an organisation hellbent on doing away with the system of parliamentary democracies that has kept the peace and replacing it with an undemocratic supranational Government. That could bring about the tensions and conflicts that always happen when we do not have democratic Governments dealing with other democratic Governments. Who can name an example of a modern democratic Government of one country going to war with a modern democratic Government of another? No one, because it does not happen. The idea that breaking up our system of peace-loving democracies and shoehorning people into a supranational state will somehow keep the peace rather than undermine it clearly shows that the Government have entered into something of an “Alice Through the Looking Glass” existence.

I once again thank everyone who has contributed to the debate so far. I am sure that when the time comes, the country will seize its one and only opportunity. If the Government win, they will expect us to accept defeat with good grace, just as we would expect them to accept defeat with good grace if we win. In reality, by adopting one-sided tactics such as producing this propaganda leaflet at public expense, they are delegitimising the result, and no one will benefit from that.

There is a crucial difference between the two. In 2011, we were part of a coalition Government. The two coalition parties took opposite views on the preferred outcome of that referendum, so there was no agreement on what the Government’s collective message should be. This time around, the Government have a very clear collective view, which is that we should remain in a reformed European Union, and the way that we communicate in the literature that we are distributing reflects that fact.

Several times in this debate the Minister has made the point that the Government came to a balanced view that the UK should remain within the EU. If it was a balanced view, it would be fair to assume that the Government saw pros and cons on both sides of the argument. Will the Minister tell us what benefits the Government recognise would apply to the UK if we voted to leave, and why was that information not contained in the leaflet?

We have to come to a judgment about the costs and benefits of European Union membership. The Government considered that at considerable length, went through the negotiations that culminated in the February European Council and reached the view that we would be better off, stronger and more secure by remaining in the European Union. One of the challenges for my hon. Friend and those who share his view is that in the absence of a clear and coherent view about the desired future relationship of the United Kingdom with the EU if we were to leave it, it is quite hard to form a judgment about the difficulties that might stem from that. We can estimate the risks—we certainly will do that—but it is incumbent on those who are championing the cause of leaving to spell out with much greater clarity than they have hitherto exactly what they see as that future relationship.

For five and a half years now I have had the pleasure of vigorous and sometimes robust discussions with my right hon. and hon. Friends, as well as with Opposition Members. There are passionately and honourably held differences of view across the House in all parties about the United Kingdom’s relationship with Europe. I hope we can continue to take this debate forward in a spirit of mutual respect for people whose views may differ from our own.

The debate on whether the British people should vote to remain in or leave the EU has been characterised by some in terms of the certainty of remaining against the uncertainty of leaving, but does my right hon. Friend agree that with the current uncertain situation in Europe, particularly on the eurozone and the impact of the migrant crisis, voting to remain is as much a leap in the dark as voting to leave?

I advise my hon. Friend to wait until the conclusion of the negotiations, because we will then have much greater clarity over the nature of the choice that the British people will have to make.

The events that we have seen unfolding in relation to Greece demonstrate the need for urgent and deep reform within the EU. Does the Minister agree that if the EU does not demonstrate that it is willing or able to reform itself, the British people across the United Kingdom should seriously consider voting no in the referendum?
