My hon. Friend makes a powerful point. In all honesty, I did not know an awful lot of this information before I was asked to head up the campaign in the Backbench Business Committee to get this matter debated in the House. I suspect that the same is true of many male colleagues on both sides of the House and many men in the wider public. We must destigmatise the use of words like “period” or “vaginal discharge” by men, because it is important that such things can be spoken about openly. As the father of two daughters, I certainly want them to be aware of the symptoms of this condition, so that they can bring them to my attention and I can help and guide them should they need a consultation with the GP. This is an important matter for us to debate in the Chamber. I am sure that other colleagues will go into the symptoms of this horrible disease.

The danger of highlighting the symptoms is that some women might misdiagnose themselves, causing them unnecessary worry. Conversely, if doing so means that one person with the symptoms is diagnosed with cervical cancer and has her life saved, it is well worth it.

According to the NHS figures, the vast majority of women’s test results come back normal. For about one in 20 women, the test will show some abnormalities in the cells of the cervix. Most of those changes will not lead to cervical cancer and the cells often return to normal on their own. Indeed, that is particularly true of young patients. In some cases, the abnormal cells need to be removed so that they cannot become cancerous.

About 3,000 cases of cervical cancer are diagnosed each year in the UK, which amounts to 2% of all cancers diagnosed in women. As I have stated, cases of cervical cancer in women under 25 years of age are extremely rare. They amount to about 1% of all cervical cancer sufferers in England. However, the relatively small number of occurrences should not be dismissed as statistically negligible. The mission of the NHS cervical screening programme is

“to reduce the number of women who develop cervical cancer and the number of women who die from it.”

The screening programme is credited with saving the lives of about 5,000 cancer patients a year across the board.

In 2004, the last Labour Government increased the age at which young females could have a test from 20 to 25, in accordance with international recommendations from the World Health Organisation. America has adopted the position that a test should happen at 20 years of age or within three years of first sexual activity, whichever comes earlier. To me, that seems an appropriately flexible policy to have. It is estimated that early detection and treatment prevents up to 75% of cervical cancers. The contention centres on the appropriate age at which screening should become routine and on the health consequences for somebody who chooses to have a test before the recommended age of 25.



So that I am not accused of presenting an imbalanced view of the medical thinking on this issue, I should say that there is an opinion among some professionals that smear tests on young women and teenage girls can lead to false positives, unnecessary treatment, anxiety for the patient, infertility or pre-term delivery later in life. There can also be discomfort, embarrassment or, less commonly, pain during the screening test. There is a very small chance of getting incorrect results, which could lead to abnormalities being missed or to unnecessary distress and treatment. There is also a chance of unnecessary treatment occurring if the abnormalities would have corrected themselves naturally. Some of the treatments that are used to remove abnormal cells may increase the risk of premature delivery in pregnancy.

Undoubtedly, there is still extensive debate in the medical profession about whether tests on young women would have the desired impact. In 2009, the British Medical Journal released a paper on the effectiveness of cervical screening with age, which concluded:

“Cervical screening in women aged 20-24 has little or no impact on rates of invasive cervical cancer up to age 30. Some uncertainly still exists regarding its impact on advanced stage tumours in women under age 30. By contrast, screening older women leads to a substantial reduction in incidence of and mortality from cervical cancer.”

For that reason, it is important to reiterate that the motion does not call for routine screening for under-25s.

I believe that it is the duty of any Health Minister to adhere to the medical advice that is presented to the Department. To my knowledge, no new evidence has emerged that is substantial enough to change the Government’s position on screening ages. I believe that, at this juncture, it would be prudent to follow the decision of the Advisory Committee on Cervical Screening in 2009 to reaffirm the policy that the age for routine screening should remain at 25. However, although it is right that politicians should not ride roughshod over medical experts, it is the job of Health Ministers to examine the orthodoxy of the day, to keep matters such as age restrictions under constant review if new evidence emerges and to scrutinise international patterns and comparisons.

I must mention that I am not a medical expert. My opinions are predicated on what I have read and learned about the subject. The debates on either side of the screening argument need to be qualified by further research. I believe that there are steps that the Minister can take right now to address those concerns and the concerns that have been highlighted by Sophie’s death. For me, the Minister should get to work on five things immediately.

First, the Government should address the online advice and guidance that is available to young women and girls who suspect that they have the symptoms of cervical cancer. At present, it is far from adequate. In the course of my research for this debate, I was amazed at the total non-existence of good online advice for young women who suspect that they are displaying the symptoms of cervical cancer. Despite young people having a higher propensity to use the internet to access information than most adults over the age of 30, there is an absence of advice on what steps should be taken by young people who are concerned that they are exhibiting the symptoms and on the support that is available. On the NHS “Your health, your choices” website, there is no mention of what young girls or teenagers should do. Instead, there is a vague information section on smear tests for over-25s. Users of the Public Health England website are forced to wade through pages and pages of material and to follow hyperlink after hyperlink before they finally find the information that they need in the frequently asked questions section. That is not as I was informed, Madam Deputy Speaker, so apologies if I have overrun my time limit. I was told absolutely the opposite. I will try to conclude, and I will contact the Minister in writing with any points that I miss out.

Whatever is said and decided today, this debate needs to be the beginning of the process, not the end. I said when I made my application to the Backbench Business Committee on 8 April that I was there as a spokesperson for the 320,000 signatories to the “Sophie’s choice” petition. Today, I have presented their case, which is a case for women’s right to choose, for clearer medical guidance for patients and professionals, for improvements to the sex and relationships education system—I will inform the Minister about that in writing—and for immediate action to tackle the blind spot that exists in the vaccination programme for 19 to 24-year-olds.

We must not forget that it was the people who put this debate on the Floor of the House today, and now it is time for the Government to listen to the British public and act. In their name, let us ensure that Sophie’s legacy is a life-saving one, so that her family and friends can take comfort from the fact that despite failings of the highest order in her case, Sophie did not die in vain.

On a point of order, Madam Deputy Speaker. Earlier today, during Prime Minister’s Question Time, I said that child poverty was on the increase in Britain. That was disputed by the Prime Minister, who claimed that it was, in fact, going down.

As you know, Madam Deputy Speaker, I am a diligent fellow, and I was once called “a perspicacious terrier” by Mr Speaker himself, so I double-checked with Save the Children this afternoon. I can now confirm that absolute child poverty is rising in this country, and that, just this month, the Institute for Fiscal Studies released projections showing that, whichever way the Government measure child poverty, it is set to increase massively over the next decade. Madam Deputy Speaker, could you—

I am extremely grateful to the hon. Gentleman for reminding me of the proceedings in the House earlier. However, I must say to him “Nice try, but it is still not a point of order.”

What is said in the House is relevant and a matter for each Member, and I am sure that, given that the hon. Gentleman has been described as someone who is persistent, he will find another way—although not this afternoon—in which to pursue his point with regard to the information given by the Prime Minister.

Is my hon. Friend aware of the misleading statement by the Prime Minister last week, and does she think that it is mere coincidence that the areas hardest hit are those with the greatest need?

Order. I need the hon. Gentleman to rephrase what he thought about the Prime Minister’s statement. He cannot make that accusation. He can say another word rather than “misleading”, and I would like him to do it now.

The Prime Minister has already admitted that the statistics he gave only last week were misleading. He said that he was poorly briefed, but the statistics were misleading.

I would love to ask the people of Great Yarmouth whether they would like some money with strings or no money at all. I think they would rather have money with strings than what you are proposing—cuts across the board. [Interruption.] That is about local authority spending, not how much money you get. You cannot have it both ways.

I apologise, too, Madam Deputy Speaker. I am quite passionate about this. I do not normally just stand up and say things in the Chamber; I stand up when what you are trying to do affects the area that I represent. Believe me, this is one of the areas where we are going to be most affected.

Expert analysts up and down the country agree that the evidence is overwhelming that the rich will get richer and the poor will get poorer—so much for progressive politics. This might be far too grave and pressing an issue to exploit for party political reasons, but I cannot help but notice the findings of the House’s own researchers that

“the average proportion of grants cut is lower for Conservative controlled authorities than the average for authorities controlled by other parties.”

Tory-led West Oxfordshire district council, which is in the Prime Minister’s constituency and is one of the least deprived in the country, can look forward to a budget increase of up to 37% over the four-year spending review period, while Labour-run Liverpool city council is set to lose—[Interruption.] I would love you to come to Liverpool and laugh in the faces of those people who are going to be forced—

Order. The Minister knows better: if he wants to make an intervention he can do so. Let me say to the hon. Member for Liverpool, Walton (Steve Rotheram) that although he feels very passionately about this issue, he must direct his comments to me in the Chair, preferably not blaming me for the Government’s policies—or the Opposition’s for that matter. He should not respond to any points unless they are made by way of an intervention.

The Labour-run Liverpool city council is set to lose up to 38% of its funding. Clearly, some of us are more “in this together” than others. I mention Liverpool, as I always try to, because it is the very reason I am here in the first place. Let me focus briefly on precisely what the new funding regime means for my neck of the woods. I should point out that the very nature, speed and extent of the cuts represent a double whammy for Merseyside, which is home to two of the most deprived councils in the country—Liverpool and Knowsley. Indeed, Liverpool is the most deprived local authority area in the land according to all the key poverty indicators, despite the transformation of our city into a true international destination of choice.

I have huge admiration for the passion with which the hon. Gentleman defends his constituency. I freely admit that I have little idea how the cuts will impact on Liverpool. However, he probably has as little idea how they will impact on places such as Hampshire, which outwardly may appear to be leafy, rural and wealthy, but Hampshire has suffered a loss of £45 million of formula grant since 2003-04, and expects to lose another £20 million over the next few years. I shall be interested to see whether the hon. Gentleman will allow me to intervene, as I have allowed him to do.

Liverpool city council has established that the in-year cuts announced by the Government in May will have a more than £20 million impact in its ongoing annual reductions. Almost half of this will come from the 2010-11 area-based grant programme, the very programme designed to support deprived communities according to their needs. Funding for a programme to reduce health inequalities by reducing smoking will be cut by 48%. The local enterprise growth initiative, which the hon. Member for Bermondsey and Old Southwark (Simon Hughes) spoke about, focuses on increasing entrepreneurial activity. It will lose 14% of its moneys.

The transitional employment programme, which supports the long-term unemployed back into employability and employment, will see a 13% cut in its funding. The working neighbourhood fund, which has been mentioned by other speakers, was introduced under the previous Government to tackle worklessness in deprived areas. It has been done away with altogether, depriving the city of £3.5 million this year alone; and another £3.5 million of cuts have been made in area-based grants which directly affect children and young people.

The Government have been consistently slick in their assurances that the delivery of key services need not be adversely impacted, that the vulnerable will be protected, and that the Government are serious about job creation, tackling the skills deficit and getting people back to work. That is starting to sound like a load of old guff.

The hon. Gentleman’s city, Liverpool, is a fantastic city. Whatever our differences, our two parties have run it over the years and they have both contributed to it being the great city that it is. I am not speaking for the Government, but I know that they are keen to try to pull together all the effects of spending changes from all Departments as they affect a city or a region, so that none ends up with an unfair or unnecessarily severe burden. That is a tall order. It has never been done before, but the Government are trying to do it, and I hope that people such as the hon. Gentleman and I will work together with the Government to ensure a fairer spread of funding decisions across the—

What a shame that the hon. Member for Bermondsey and Old Southwark is not speaking on behalf of the Government and in a more elevated position. If he were, the concerns that he highlights would be brought to the attention of those making the decisions.

Following extensive research and analysis of the impact on Liverpool of the unfair distribution regime, the TUC summed up its findings as follows:

“Experience on the ground suggests that even at this early stage of spending cuts it is simply not possible to make such steep reductions in spending, without hitting the worst off. The impact of cuts in the area based grant also shows that spending reductions so far have been about far more than reducing waste—front line services have been affected.”

I seriously begin to question at best the competence, and at worst the integrity, of the present Administration when programmes, services and initiatives which clearly contribute to the declared aspirations of the Government are held in such contempt.

I have not even touched on huge job losses, with the compounding impact of central Government cuts, or the longer-term prognosis, and there is much more that I would like to say, but I have been told by somebody not too far away that my time is almost up. I am desperately hoping to prevent the disproportionate effect on the area that I represent. I finish with a plea to the Government ahead of their local government finance settlement.

My hon. Friend the Member for St Helens North (Mr Watts) tabled early-day motion 1088. In it, he succinctly outlines issues of particular concern affecting less affluent areas of the country, makes sensible and reasonable recommendations, and calls on the Government to take serious heed of the incontrovertible facts and to deliver on their promise to ensure fairness. It is future generations that will reap the social consequences of the Government’s unfair and pernicious policies, so I urge coalition Ministers to study carefully the points that my hon. Friend and many other right-thinking Members have made, and to think again before careering headlong into a finance settlement that will prove punitive, self-defeating and irrevocably damaging to those who need and deserve that the least.
