The hon. Gentleman has been a good campaigner on that issue, which he has brought to the attention of the Home Office on a number of occasions. One of the reasons why I think this is the perfect time to review Prevent is that I truly believe that if the public knew how much it does in respect of the far right, there would be more support for it, not less. It is having significant success. Half the Channel cases involve the far right. The work that has been done over the last two years clearly shows that Prevent is not about a particular group or ideology, but is similar to other forms of safeguarding that are carried out every day by our social workers, teachers and police.

As far as I can see, those far-right organisations are winning the hybrid war against society. Will the Minister talk a wee bit about what his Department is doing to curb the extremely dark channels of money that are coming in from around the world and funding far-right extremism here in the United Kingdom?

Terrorist financing, including of the far-right group that was proscribed 18 months ago, is worrying because actually it is not as high as people imagine. In the day of the internet, people can be groomed and inspired for very small amounts of money. Indeed, the five main terrorist attacks of 2017 cost £5,000 in total. That is the reality of a modern-day terrorist attack and the financing behind it. I do not see much evidence of huge swathes of money funding it; what I do see is growing evidence of the impact of the internet in allowing people to join up who in the past had nowhere to go. They may have been the oddball or odd one out in their village, but they now have the ability to live in a fantasy world, indulge their bigoted beliefs, learn how to make bombs and damage and hurt people, and find kindred spirits across the internet. That is what has given one of the big boosts to terrorism, including far-right terrorism.

I would like to make some progress.

The first part of the picture that I am setting out is clear. We have far fewer police officers than we did— 2,000 fewer in my force, and more than 20,000 fewer across the country. That has, inevitably, resulted in the police being able to do less. Last month, Dave Thompson, the chief constable of my force in the west midlands, said:

“Core aspects of policing—such as answering calls, attending emergencies, investigating crime, bringing offenders to justice and neighbourhood policing—are being pushed beyond sustainability”.

Beyond sustainability—that is the verdict of one of the country’s most senior and respected police officers. That is the impact of the funding and police officer numbers that I have set out.

Which parts of policing bear the biggest brunt? Often, it is neighbourhood policing that does so. By 2010, after years of investment, a comprehensive network of neighbourhood policing teams had been painstakingly built up. The investment had gone in and officers had been recruited, and the result was dedicated, visible police teams—often one per local authority ward—providing reassurance on the ground and gathering priceless local intelligence. They were an instrument not only of public safety, but equality. Let us not forget that crime is not uniform in its effect. Neighbourhood teams were a visible reminder to those most at risk of crime that the state was there for them, on their side trying to protect them. Conversely, when cuts come, these teams are the ones that take the hit. The impact is not only on public safety, but inequality.

It is a pleasure to serve under your chairmanship, Mrs Main. I congratulate my hon. Friend the Member for Stockton North (Alex Cunningham) on securing the debate, and my fellow Glasgow Member, the hon. Member for Glasgow South West (Chris Stephens), on his speech. No sooner did the summer recess hit than we found we were dealing with a major crisis in the city of Glasgow, because Serco announced its intention to undertake mass evictions of asylum seekers. Indeed, in my constituency, which has the highest population of asylum seekers in Scotland and, indeed, the UK, I have had to deal with 106 asylum cases in the past five months alone, largely because of Home Office service level failures. I do not think it is the job of Members of Parliament to do the Home Office’s job for it and to have to deal with that level of failure. Clearly the asylum contract is not working. I do not know whether the new proposal will deal with the issue, because there is no clarity about it.

I want to pay tribute to those working in the area of refugees’ and asylum seekers’ housing, who stepped up when there was failure and crisis in Glasgow, including the Living Rent campaign and the Scottish Refugee Council, as well as numerous registered social landlords across Glasgow who undertook collectively to say that there would be no forced evictions from their properties under the Serco contract. That is to their credit. They stood up for what was morally right in the face of Home Office and Serco intransigence. It is clear that the message needs to be taken on board at the Home Office. Glasgow will not accept that level of indignity and callousness in dealing with the “move on” policy.

As well as being undignified, is not that approach also counterproductive? It forces people into further destitution and the black economy and the rest of it, with people effectively going missing.

The hon. Gentleman makes a pertinent point. The self-contained parallel bureaucratic process does not interface in any meaningful way with other services provided in the dispersal areas, such as integrated assistance provided by the city council and associated NGOs. As for the fundamental definition, what does it mean to have exhausted the asylum application process? There is no clear definition of what that means, which is why in most cases the service providers will act to maximise profit, dealing with things in an overly bureaucratic, distant and dubious manner.

One example is the Umeed family in my constituency, who have been living in so-called temporary accommodation for seven years. They are subject to relentless antisocial behaviour, which has had a serious impact on their mental health and that of their young children. Yet they show dignity in their situation. Time and again we confront people who show immense dignity in the face of an appalling situation. That is the clear issue. When the “move on” policy is applied to people who have achieved refugee status, the fact that it is so rapid creates huge trauma for people trying to go through the transition. My young constituent Giorgi, whose mother died earlier in the year—he is a 10-year-old orphan—was granted leave to remain. He was told within seven days that he had to leave his temporary accommodation, leave his school and seek accommodation elsewhere in Glasgow, which would wrench him out of all that he had left in his life of sustaining comfort and established order. That shows how the policy is failing even young children, and how disgusting the contract is.

I want to understand a few things about what the new contract will do. What checks will be carried out to ensure that accommodation is habitable? Who will define and monitor the minimum quality standards for housing, and what assessment has been made of the habitability of accommodation provided since 2012? It is clear that for most people it is below the liveable standard. What assessment and review has the Department made of the current asylum accommodation approach, and particularly the work carried out by contractors such as Serco? It has been dealing with the “move on” policy in particular. I should like the Minister to assess the impact of the change in approach at local level since 2012 when, for example, the YMCA provided the contract in Glasgow, which is now provided by Serco. What change has that meant to the quality of service provision?

What provisions exist in the new draft asylum contract for future Governments to alter or terminate that contract, and what costs would those provisions incur? What learning from the current contract period has been used to inform the design of the new contract? Did it involve engaging with the views of asylum seekers or speaking to charities on the ground to assess and improve the contract? I do not think any of that has happened, and there has been no discussion and no indication whatsoever that such things have taken place.

I note that the hon. Member for East Renfrewshire (Paul Masterton) is sitting behind the Minister as her understudy, but there has not been a word from the Scottish Conservative party on this issue throughout the summer. I have great respect for the hon. Gentleman, but he should stand up and be counted. The 13 Scottish Conservative MPs hold the balance of power in Government, and they should start exercising that power in the interests of the most vulnerable people in Scotland today.

It is a pleasure, Mr Deputy Speaker, to see you back in your place. All is well with the world when you are back in the Chair.

May I begin by congratulating new Members from across the House on their maiden speeches, particularly our new friends from different political parties who are representing constituencies in Scotland?

My remarks will primarily focus on defence and international security. I am sure that I am not the only Member of this House who was dismayed by the fact that defence got so little attention during the election campaign, which explains why defence has been given such a poor showing in the Queen’s Speech, adumbrated by the fact that not a single Defence Minister has appeared at the Dispatch Box in the past five days.

That said, I should like to start on a note of consensus. I think that we can work with the Government on the Bill on flexible working for the armed forces. There is much to be welcomed in the fact that the Government are now looking at that seriously, as it is a model that works elsewhere in the world. Our manifesto committed to making the case for having an armed forces representative body on a statutory footing—something that is the norm in countries such as Germany, the Netherlands and Denmark. Our serving personnel should be properly represented within the military, and with defence policy decision makers. We look forward to making that case here in Parliament.

I should also like to express our continued frustration at the lack of a national shipbuilding strategy. In the previous Parliament, the Government continued to move the goalposts and avoided being up front with the country on what was happening here. Despite continual attempts by hon. Members on both sides of the House, the Government continued to duck and dive. Well, the time for ducking and diving on the national shipbuilding strategy is over. If it is not written, get it written. If it is written, the Government need to get it published.

More fundamental was the grave omission from the Queen’s Speech of a new strategic defence and security review. The previous SDSR was based on the premise that Britain would still be a member of the European Union. Given that it has not taken Brexit into account, its risk analysis, and ultimately its conclusions, surely require updating with some considerable urgency.

We will also hold the Government to account on their actions abroad. On Monday the Defence Secretary gave a very helpful briefing on the current situation in Syria, which I thank him for, but we remain concerned about the deconfliction lines between Russia and the coalition forces. We would also like to hear a bit more about what the Government are doing to tackle the poison of Daesh online.

There is something more profound that we would like to see change, and that is the defence posture of the United Kingdom Government. We would like to see not only a shift away from the militaristic projection around the world that relies on Trident, but a shift towards defending our own waters and those in the Icelandic gap and the high north. This is a massive dereliction of duty on the Government’s part in keeping their citizens safe, and it is also a dereliction of what we owe our allies. It was the former United States General and NATO Supreme Allied Commander, Europe, Philip Breedlove, who described the north Atlantic as NATO’s lifeblood and the transatlantic link. So I plead with the Government to please face up to their responsibilities in the high north.

I do not have time to cover everything, but however long we are here for, I will be sure to get round to it.

I imagine that those sitting on the Government Benches and their new helpers in the DUP would usually find the security day in the Queen’s Speech debate part of their natural territory, but the lack of defence-related issues in either their grubby deal or the Queen’s Speech itself shows how much we have moved away from being what could be called a normal Parliament.

From my perspective as the newly re-elected MP for Dunfermline and West Fife, this week has been a very proud week indeed, as the largest ship ever built by the Royal Navy, HMS Queen Elizabeth, left Rosyth in my constituency for the first time to begin her sea trials. She is testimony to the men and women in Rosyth who played a part in her construction. The Queen Elizabeth and the Prince of Wales, along with the Goliath crane, have become part of the West Fife skyline. There is also sadness that the Queen Elizabeth will be leaving us, but no doubt she will be back very soon for adjustments following the sea trials and refits into the future.

The carriers are a great way to measure the current state of the MOD, central as they are to the stated aims of the strategic defence and security review. This capability will involve the deployment of many of the UK’s premier platforms and people: the Type 26 frigates, the Type 45 destroyers, the Astute class submarines, the P8s, and, not least, the F-35Bs that will fly from the flight decks of the carriers. In the previous Parliament, I asked many questions about the composition of the carrier group and the platforms that make it up, and I intend to continue that during this Session—not that I often got an answer from the Minister. The Government have been exceptionally vague on the individual elements of the carrier group and whether they will even be able to deploy both carriers simultaneously.

The time constraints imposed on me today mean that I will not be able to go into all the issues around the deployment of the carriers. However, three issues need to be discussed in future debates: first, the manning levels within the Royal Navy; secondly, the problems around the F35B; and, thirdly, the Government’s ongoing failure to deliver a shipbuilding strategy. First, on manning, as in the NHS, a 1% pay cap is having a detrimental effect on the ability of the services to keep the personnel they need in post. The Royal Marines are already being sacrificed for this. The submarine service is allegedly 25% short of full manned strength. We can see that this is far from being an abstract debate.

The F-35Bs represent the most expensive military procurement project in the world. Each F-35B plane costs about as much as 10 DUP MP votes in this place, so it is a great investment from the Government in making sure that this works. The workers in Govan need the reassurance that they can continue their work on the Type 26 frigates. First, there were 13 ships, and that was then reduced to eight, with five Type 31 frigates added in. The Parker report failed to inform us that the shipbuilding strategy would be published, and we now have something quite different. I think that the Minister is in the process of announcing three frigates, but we will wait to see how that comes out next week.

Is it not incumbent on all of Scotland’s elected Members of Parliament to hold the Government to account on the roll-back of that promise of the 13 ships that were supposed to be built on the Clyde and in Scotland?

Certainly every single MP who represents a Scottish constituency should be fighting for these ships, fighting for these jobs, and making sure that commitments given in previous years are upheld and delivered in full.

In conclusion, I will fight my hardest on behalf of the Rosyth workforce, to make sure that as many jobs as humanly possible come to our constituency, but we cannot forget the workers on the Clyde and elsewhere across Scotland who depend on MOD contracts to ensure that we have a fighting force fit for this century.

My hon. Friend talks about how EU nationals might feel about coming here in future. Does she share my concern and that of my constituents that this goes right back to the debates in this House on the European Union Referendum Bill, in which we even froze them out of having a vote on the issue? The message is not good, and they might decide to turn their backs on this new Brexit Britain.

Absolutely. So much of this is about not technicalities but the message we give outside this place. As my hon. and learned Friend the Member for Edinburgh South West (Joanna Cherry) said in winding up her speech, it is also about Britain’s reputation. Britain previously had a reputation for fairness. Look at the second or third generation of immigrants, who have made their home for generations in this country. Now we say, “You might not be able to stay,” or, “You might not be able to come.” The best way to secure the place of British nationals in Europe is for us to be gracious.

The hon. Member for Braintree (James Cleverly) asked what we have done to try to make the position secure. I am on the all-party parliamentary group on Germany; we raised this issue both when we met the ambassador here and when we visited Berlin, and they were incredulous that we would even think that they would ask British nationals to go away. They said, “Should we make a move?” It is our move to make because the UK has created this situation.

We cannot survive without these people in the NHS and, in particular, the 80,000 who work in social care. If they apply because they are anxious for British citizenship, it will cost them almost £1,500 per head, per member of their family, to do so. That is quite a lot when someone might not even be earning the minimum wage. If the final position is that they are eventually treated the same as non-EEA citizens, it will cost £4,000 per head, including the NHS surcharge, which, despite working in it, they might actually have to pay to access it. To say that these things are trivial and that these people should be reassured is, I think, naive.

There is already an impact on medical research and academia. When I was at the graduation of my local university just a week after Brexit, had lost a senior researcher from mainland Europe who was almost at the point of stepping on the boat. He said, “Why would I move my children to an English-speaking school? Why would I disrupt and move my family when I might get sent home in two years?” The idea that this is having no effect and that people should just cling on to soft reassurance is childish. We are the ones who need to make the first move and we should make that move. Future agreements can be negotiated, but everyone settled here on 23 June or earlier should have that right to remain and we are the ones who should make that move.

The APPG visited Berlin and it was very interesting. I picked up a couple of points. Peter Altmaier, second-in-command to Angela Merkel, was quite shocked that we use the term EU migrant. He said that they would never use that term; to them, migrant means someone from outside Europe. It would be like our being described as Scottish migrants, or Irish migrants, within the British Isles. It seems abhorrent.

I can assure the right hon. Lady that if we have all the information from the French, which we expect to get over the next week or so before they clear the camp, we will move very quickly—within a few days—and remove those children where we can. There will be no hesitation. Part of my conversation with my French counterpart was about ensuring that he and I, as the two Ministers responsible, have a direct line to ensure that there is no bureaucracy slowing down any of the action that needs to be taken.

Will the Home Secretary join me in thanking my constituents Esther and Tim O’Connor, who have visited the camp and done everything they can in a voluntary capacity to help to ease the situation, particularly for children? Has she had any discussions with her French counterpart on the Le Touquet agreement, and does she expect any changes to that agreement in the coming months?

I join the hon. Gentleman in thanking any of his constituents, particularly Mr and Mrs O’Connor, who have been so helpful in supporting vulnerable people in the camp. With regard to the Le Touquet agreement, it is well known that in the French political engagement, there is a certain discussion about it. I believe that it serves us as well as it serves France, and I confidently expect it to stay in place.

Of course. It is impossible to deny the simple power of what my right hon. Friend has just said. The generous, open-minded gesture of saying now that people are welcome here would not just improve our position in negotiations and strengthen the position of British nationals living abroad; it would say something very important about our country and how it has not changed after the referendum. That is why the Government should do it.

I want to end on a personal note. My wife, Marie-France, is a Dutch national, and she has been here for 26 years since we met at university. In that time, she has been a volunteer working with young people who have learning disabilities. She has been involved in our children’s schools. She has run a business and employed people. Following the death of her sister Claire a decade ago, she has raised thousands and thousands of pounds through Race for Life for Cancer Research UK. I will be honest; she cried and cried after the Brexit result was announced. Although she has paid tax here for more than 20 years, she was not able to cast a vote in that momentous decision. She has never been able to vote for me in a general election, although she often threatens that she would not vote for me if she could. As a result of Brexit, she and other EU nationals could even lose their right to vote in local elections—that is no longer guaranteed unless there is a change in the law. The old saying “No taxation without representation” does not currently apply to the 3 million EU nationals living among us. We could say that this country is already treating them as second-class citizens; they will be even worse off if we do not rectify the situation we are discussing today.

I can trace the alienation the right hon. Gentleman mentioned in response to my hon. Friend the Member for Edinburgh East (Tommy Sheppard) back to the point when this House refused to give EU nationals the vote in this referendum. We gave them the vote for the independence referendum in Scotland. Does the right hon. Gentleman regret that decision by the Government?

It was entirely wrong. As I said, what happened to no taxation without representation? I cannot defend a situation in which British nationals had the vote in the referendum even if they were living abroad but people living and paying taxes here did not. There was a basic unfairness in that, which needs to be corrected.

We have got this the wrong way around, and I sincerely hope that the Government will act soon to confirm the legal right of EU nationals to be here. Rather than dragging it out grudgingly, should we not take this opportunity to do the opposite and show them how much we value them by giving them that right to have their say at elections? We could go further, as the Institute for Public Policy Research has suggested and the hon. Member for Edinburgh East (Tommy Sheppard) said a moment ago, and offer British citizenship for free to any EU national working in our national health service or other public services.

I certainly hope that that transpires and becomes the case. The message should go out loud and clear from here that it is Parliament’s will that all EU nationals in this country will continue to enjoy the rights that they have just now and on the same terms and conditions.

I am also asking the House to think again about how we approach the debates on immigration. As I was about to say, it is absolutely no coincidence that what was an already desperate and ugly campaign went completely off the rails after 26 May when the latest net migration figures were published. Politicians have turned the net migration target into some sort of Holy Grail, regardless of the fact that it is utterly unobtainable, and we have reaped the disastrous consequences in the weeks since those results.

I am very grateful to the other Stuart McDonald for giving way. I am not suggesting for a minute that this is Scottish National party policy, but something that has been on my mind for a number of years is that, given that we know the economic benefits of immigration, why do we not shift responsibility for it away from the Home Office to the Treasury? Would that not change the terms of the debate?

My honourable namesake makes a very good point. My point is that it is time to do things very, very differently. A few months ago, I went to Edinburgh university to meet Professor Christina Boswell who had arranged a discussion about the dangerous disconnect between political rhetoric and reality when it comes to immigration. She highlighted the launch by the German Government, back in 2000, of a cross-party commission on immigration. The German Immigration Commission brought together the main political parties, as well as representatives of business, trade unions, religious and migrant groups and immigration experts. It allowed for evidence-based discussion on all aspects of immigration, and sought to build consensus around policy reform. It examined Germany’s demographic and economic needs as well as challenges related to the social impacts of immigration and policies for integration. Perhaps more significantly, it changed the whole tenor of debate in Germany, normalising the idea that Germany was, and would need to remain, a country of immigration, and encouraged a more grounded and factually informed discussion of what that would entail.

We can perhaps learn too from the Government of Canada, who just yesterday launched a national conversation on immigration. Their starting point is:

“Although times and conditions may have changed, 21st-century newcomers to Canada have retained…innovative spirit, enriching the communities where they settle and helping to ensure the Canada of tomorrow remains as dynamic as the country of yesterday.

Canada’s strength lies in its diversity. Indeed, the story of Canadian immigration is inseparable from the story of Canada itself.”

The conversation document seeks to engage all Canada’s citizens in a grown-up discussion of all the key questions, from

“How many newcomers should we welcome to Canada in 2017 and beyond?”

to

“Is it important for Canada to continue to show leadership in global migration? If so, how can we best do that?”

I wish to compliment the shadow Home Secretary on the way he opened this debate. He set the matter out in exactly the right tone, with precision, and suggested how it could be resolved, and I am extremely grateful. I wish I could say that the Minister approached the issue with some degree of certainty, but he was able to offer only a convoluted and equivocal speech that will have generated not certainty but uncertainty in the minds of many EU nationals living in this country.

For me, this started not after the referendum but before it, when during Prime Minister’s questions I mentioned two of my constituents of German nationality who were so upset at the nature of the debate on immigration that they left Scotland and said that they did not want to live in the United Kingdom while the referendum was going on, such were their feelings about the way they were characterised. That issue went even deeper for them, because they had lived in Scotland at the time of the independence referendum when they were allowed a vote. For the EU referendum, however, they were denied the vote that this House should have given them and that would have helped to relieve some of their pre-vote anxieties.

Many Members have constituents who are caught in many different situations. Not only have those two constituents of mine already left—I am trying to persuade them to return to Scotland—but I heard yesterday from a local friend who is a mortgage broker and said that a couple who were due to buy their first home in Scotland withdrew at the last minute saying, “We’re EU citizens. We cannot take the risk of investing here when such uncertainty lies over us today.”

Does that put to bed the lie that the Government have a long-term economic plan?

I always thought that it was rather fanciful thinking on the Government’s part that they knew what a long-term economic plan might look like. We need not a long-term economic plan, but short-term and immediate action for every EU national who lives in this country.

One lady wrote to me in concern because her husband is from Denmark and is anxious about what will happen to them. She asked, “Will our family be split up?” These are anxieties and the Minister might say, “Well, some of those anxieties are ill-founded.” But the anxieties are not ill-founded if the Government lack clarity. If the Government decline to give the clarity and certainty they need, people’s uncertainty and their worries are perfectly legitimate. Minister, it is time to act. It is not too late: do the right thing, and do it now.

As always, it is a pleasure to follow my old friend the hon. Member for Kirkcaldy and Cowdenbeath (Roger Mullin). [Hon. Members: “Young friend!”] He is young at heart.

The motion states that men, women and children should not be used as bargaining chips in negotiations on the UK’s exit from the EU. I want to associate myself with that statement. Many of us will have had conversations with worried citizens living in the UK who come from Europe. Last Friday in my constituency, I arranged to meet a French national, a teacher in a secondary school, who, like so many of those who have come to live in our country, is making a valuable contribution within our communities. She wants to stay here, but now feels deeply unsettled and frightened that she may not be in a position to remain in the longer term. The conversation I had, with my constituent explaining her fears and anxieties, will be replicated by many of the 173,000 EU citizens living in Scotland.

Where is our humanity to those living among us—our friends, neighbours and colleagues who are fearful as to whether they will have the right to remain here? That is why my colleague, Nicola Sturgeon, the First Minister of Scotland, is right to call on the UK Government to guarantee the rights of all those who are living here who are EU citizens. We have a moral and ethical right to enshrine the rights of those who are here legitimately. The Government could do this today. They should have the courage to extend the hand of friendship to those who are here and call this place home. Why would any Government want to cause unnecessary fear and alarm to those who are here legitimately? We should be saying, “You are welcome to stay on a permanent basis.” To do anything less is unacceptable.

The Home Secretary, a future potential Prime Minister of the UK, must make it clear that we recognise the right to remain for all EU citizens who are here. She could have participated in this debate today, put the record straight and allayed the fears of many EU citizens in our midst. Where is the Home Secretary?

The Home Secretary may be at a food-tasting event, but she has certainly left a bad taste in the mouth of many of us. Her comments on television last Sunday fell way short of the moral leadership she should be taking. The Home Secretary said:

“We’re still a member of the EU and the arrangements still continue, so there is no change to their position currently. But of course as part of the negotiation we will need to look at the question of people who are here in the UK from the EU”.

If that is not a bargaining chip, I do not know what is. That is precisely what the Home Secretary put across last Sunday. That was an alarming statement: EU citizens by definition being used as a bargaining chip in negotiation. Home Secretary, we are talking about people living among us who do not want to be used as pawns in a negotiation. What a shameful position to take! That is not the position of a leader; it is an abrogation of responsibility from someone who aspires to leadership. In contrast to Nicola Sturgeon, who is providing leadership to EU citizens, the Home Secretary sees them as bargaining chips: leadership from our First Minister in Scotland, failure from Westminster.

Migrants make a valuable contribution to our country and are an important part of Scotland’s future, both in terms of contributing to sustainable economic growth and mitigating the effects of demographic change. I call on the Government to do the right thing today and give certainty to all our EU citizens. Fundamentally, from those of us from Scotland, there is a very strong message: we voted to remain and the best way to protect the rights of our EU citizens is for Scotland to remain in the European Union.

I am very clear in my views—and I am sure other Members of this House are clear in theirs—on issues associated with the death penalty, including the death penalty for the sort of issue the hon. Gentleman has raised. This is of course a matter for those countries themselves, but these subjects are regularly raised by British Ministers when they are in discussion with those countries.

May I begin by thanking you, Mr Speaker, for the extraordinary leadership you have shown, not only on the back of these events, but more widely, with the way in which you have absolutely established yourself as a friend of the LGBT community? The ostentatious flair of my community may be slightly restrained for the next few days as we think of those who were needlessly taken from us, but despite that the rainbow flag still flies high and proud over Pride season. It flies high because too long has passed between now and the days gone by when we spent time living anonymously and in fear. Solidarity is stronger than fear, so will the Home Secretary join me in encouraging all our friends and allies around the country to go to a Pride march this summer, to give money to an LGBT charity, to stand up for the kid in your school who is being picked on? Those kinds of acts, I promise, you will not regret.

The hon. Gentleman raises an important point, which goes to the heart of the initial comments made by the hon. Member for Cardiff South and Penarth (Stephen Doughty), who said that it is not just about standing up and saying things—it is actually about doing as well. There are many ways in which people can show their solidarity with members of the LGBT community, and I would encourage them to do so.

The hon. Gentleman makes the important point that prevention and education are incredibly important to make sure that the young men—and older men—who hold these views understand that they are wrong. The “This is Abuse” campaign, which my hon. Friend the Member for Hornchurch and Upminster (Dame Angela Watkinson) mentioned, is part of that, as is our work to end gang and youth violence and exploitation, because young men who are in a circle where it is seen as acceptable to exploit young women and treat them as no more than sex objects have to be educated that that simply is not right.

The fact that this event in Glasgow has been cancelled shows that people do make Glasgow. Does the Minister agree that any event planned to coach men how to coerce women into having sex. is not a free speech issue but an issue of public safety and order? Will she join me in condemning the sick-minded halfwits who support these events and were planning to attend them, and does she welcome the fact that this weekend they will now be sitting in their underpants, eating cold ravioli from a tin?

As I said, when we get to understand the figures more accurately—the measures we have taken to look at these matters in greater detail will allow us to do that—my hon. Friend is absolutely right that we will need to be precautionary in our approach. He is also right that fraud is a significant element of the problem. In dealing with online fraud, we need to measure what is happening, look at what can be done about it and take appropriate action, and that is exactly what we will do.

The media today reports that as more people use social networking apps such as Tinder and Grindr, reports of burglary and rape are rising. Can the Minister outline what assessment the Home Office has made of the problem and how it plans to attack it across these islands, in co-ordination with the devolved Governments?

The hon. Gentleman will know that we have a national cyber-security programme. We have invested more than £90 million in this Parliament and the previous Parliament to bolster the law enforcement response, and we will continue to make that investment. Indeed, the Government have committed to spending £1.9 billion on cyber-security over the next five years, including tackling cybercrime. It is about resources, earlier identification and preparation, but it is also worth saying that we have established the national cybercrime unit, so the Government are doing more, taking the steps necessary, tackling this seriously, listening and learning—unafraid of taking action.
