First and foremost, and I will come on to this, is the fact that the regulator is no longer independent.

My right hon. Friend is making the key point. With the Secretary of State’s choice of chair, it is no longer an independent regulator. If a Conservative party donor was being presented by a Conservative Secretary of State, does my right hon. Friend think that the right hon. Member for Wigan (Lisa Nandy), as shadow Secretary of State, would support that stance? Is it not one rule for her and one rule for everyone else?

I will absolutely come on to that point. When the regulator is being set up and you look for people, you cast the net wide. Of course you do. You want to know who is interested and you want the best candidates. But I tell you something: if any donor of any political party had been put forward and recommended to me, I would have said no. That is the difference. The right hon. Lady said yes to a Labour crony. I would have said no.

I confess that when preparing and drafting our version of the Bill, I went through a whole host of conflicts in my mind—what to include, what not to include—but after months and months of consultation with a wide range of stakeholders, from fans and fan groups, the FA, the Premier League, the EFL, the National League, UEFA, FIFA and many, many roundtables with MPs from across the political divide, the Bill that we presented was, I believe, measured and proportionate, tightly scoped to ensure the financial stability of football clubs, the sustainability of the leagues and fans given a say over their clubs’ heritage. Two things stood out most to me throughout all my engagement: first, the consistent call for it not to be overburdensome and costly, particularly for lower clubs; secondly, that it must be independent, like all sports.

I do not want anybody in the LGBT community to feel fear—I have had that experience myself and I would not wish it on anyone. That is why we are making sure that the Bill is a good Bill that delivers good law to ensure that we outlaw those abhorrent practices. I recognise that the delay has caused some issues for the community, but I assure them that we are on their side.

Through my personal dealings with the Minister, I know how much he is committed to making sure that this legislation comes forward. Can he reassure me that, despite what some have said, the Bill is not about stopping parents from having meaningful conversations with their children who may be questioning their sexuality?

My hon. Friend raises an important point. That is why we need to consider the evidence carefully; those conversations that parents have with their children are really important. I will never forget the conversations I had with my mum and dad, who helped me when I was coming out.

Sport in Schools and Communities

I will certainly join the hon. Lady in congratulating those members of the team who were awarded honours in the new year’s honours list. Indeed, since that Westminster Hall debate, both the Secretary of State for Education and I have met with members of the Lionesses team and gone through further details. We hope to make more statements certainly by April of this year, because we recognise the importance of the suggestions that she has made.

The Minister has mentioned a number of great sporting moments over the past year. May I put it on record that one of the great sporting moments was the stance that he took over Qatar, and that many of us appreciated that stance?

My hon. Friend the Member for Stoke-on-Trent North (Jonathan Gullis) mentioned the PE and sport premium for schools. I have seen the advantages that that brings to disadvantaged children in my community. Can my right hon. Friend confirm whether the Government intend to continue funding that project? If he cannot confirm that now, will he write to me, because that project really does make a difference to those in local communities in my constituency of Eastleigh.

I appreciate the kind words that my hon. Friend said at the start of his intervention. He is right to highlight the success of the PE and sport premium funding, which is exactly why the Government have doubled that funding. We are considering the arrangements at the moment for the academic year 2023-24, and I hope that we will be making an announcement as soon as possible.
