As a result of the new fair funding settlement, Wales receives £120 for every £100 spent in England, far in excess of anything that her party ever did.

Commons ChamberI have regular discussions with the First Minister on the implications and opportunities for Wales arising from EU exit, including the withdrawal agreement and the political declaration.
Given the new easy listening approach of the Prime Minister, will the Government give a commitment that they will discuss any new proposals that they make on withdrawal from the European Union with the First Minister of Wales and the Welsh Government prior to the meeting of the European Council?
The hon. Gentleman is well aware that my right hon. Friend the Prime Minister is keen to work with colleagues across the House to secure a deal to leave the European Union in a smooth and orderly way. My relationship with the Welsh Government, and specifically with the First Minister in Wales, is warm, positive and constructive. As the hon. Gentleman will be well aware, the First Minister or someone that he nominates attends the European Union exit committee, which focuses on preparedness in the event of a no deal.

Commons ChamberThe Government’s analysis shows that the deal the Government have negotiated is the best deal available for Welsh jobs and the Welsh economy. That allows us to honour the referendum and realise the new opportunities Brexit will bring.
I remind the hon. Gentleman that Wales voted to leave the European Union and that we have an obligation to respond to the demand that came from the referendum. We will continue to work with the Welsh Government in seeking a legislative consent motion to the withdrawal agreement Bill when it goes through Parliament. That is exactly what we gained having worked with them closely in relation to the European Union (Withdrawal) Act 2018. I look forward to continuing to working with them on the Bill.
Manufacturers and producers in Wales currently have tariff-free access to the Europe single market of more than 500 million people. The market provides the destination for two thirds of all Welsh exports. Will the Minister explain to me and the House how ripping Wales out of the customs union and the single market will improve prospects for those Welsh businesses?
The hon. Gentleman should be aware that the deal my right hon. Friend the Prime Minister has negotiated gives the opportunity of tariff-free access with the European Union. It also gives us the opportunity to strike independent trade deals right around the world as an independent trading nation. I am optimistic about our prospects outside the European Union. I wish that optimism was shared elsewhere.

Commons ChamberThe UK’s exit from the European Union provides us with an opportunity to reconsider how funding for growth across the UK is designed and delivered. In our manifesto, we committed to engaging with the Welsh Government on the UK Shared Prosperity Fund, and that work is under way.
I certainly do not accept the basis of the hon. Gentleman’s question in relation to a power grab, because the Welsh Government supported the European Union (Withdrawal) Act 2018, which demonstrates that his assertion does not stack up. On EU aid and how it has been spent in Wales, more than £4 billion has been spent over 17 years and west Wales and the valleys remains the poorest part of the United Kingdom. The development of the UK Shared Prosperity Fund is a great opportunity to reshape something that suits local communities and businesses far better and more efficiently.
This is a shambles. Over a year ago, the Secretary of State boasted of an efficient and responsive UK Shared Prosperity Fund, but today he admits that the Government have not even started the consultation on it. With months to go before the Brexit catastrophe, what guarantees do we have that there will be any fund fit for purpose for Wales or the other nations of the United Kingdom?
The hon. Gentleman is highly selective in his references. He fails to recognise that my right hon. Friend the Chancellor of the Exchequer has agreed to guarantee the funding for the existing programme until 2020. That gives us the opportunity to design a UK Shared Prosperity Fund with appropriate consultation with the devolved Administrations, as well as with businesses and local authorities, and we are ready for immediate discussions before the consultation.

Commons ChamberIn line with commitments made by my right hon. Friend the Prime Minister, the Government shared the White Paper on our future relationship with the European Union with the Welsh Government in advance of its publication. This followed a regular dialogue with Welsh Ministers as the paper was being drafted.
The Government have proposed 26 policy areas where joint arrangements will be necessary with the Welsh Government after Brexit. Given the proposal in the Chequers agreement and the White Paper for a common rulebook with the EU, in how many of those areas will such arrangements no longer be necessary?
The hon. Gentleman refers to an ongoing relationship and dialogue with the Welsh Government. He will be aware that the Welsh Government were happy to give a legislative consent motion to the European Union (Withdrawal) Bill as it passed through the Palace of Westminster, which demonstrates the mutual respect and ongoing productive relationship that we have. I only wish that the Scottish Government would work in the same constructive, positive way.

Commons ChamberMy relationship with the First Minister and the Welsh Government is a positive one. We do not agree on everything, but we agree on the objective, which is to improve the outcomes for businesses and communities in Wales. There are 64 areas of the devolution settlement with Wales. There are 24 areas that we want to discuss further with the Welsh Government, to come to an agreement on how best to ensure that common rules apply across the UK, so that Welsh businesses are protected and can market their products across the rest of the UK.
Earlier this week, the long-awaited Government amendments to clause 11 of the EU (Withdrawal) Bill were published. Despite assurances and promises, they were published without the consent, support or agreement of the devolved Administrations. Is it still the Government’s policy to obtain the consent of the devolved Administrations? If further agreement is reached, will the Secretary of State bring forward further amendments?
The hon. Gentleman is referring to amendments tabled to clause 11 in the other place. Commitments were made that amendments would be tabled, and that is exactly what we have done. If we had not tabled those amendments, we would have been criticised. As I have said in this Chamber and elsewhere, we are determined to work with the devolved Administrations to come to an agreement, but it is the UK Government that have the interest of looking after the whole UK. It is the UK Government that want to act in the interests of businesses and communities to ensure that a Scottish business can sell or buy products in Wales under the same regulations, where a common UK market matters.
