My right hon. Friend is right: antisocial parking is a blight outside London, and we need to review extending the powers that are currently exercised in London to other parts of the country.

T10. Time and again, leasehold owners come to me with unfair bills for service charges. They are inflated, and they are even for undelivered services. When I get involved, they are often dropped by a third instantly. What will the Government do to ensure that developers are not trying to rip off homeowners, and instead get bills right the first time?

Fair point. Frank Dobson said that he was going to reform the leasehold system in 1995. We are doing it now. The Leasehold and Freehold Reform Bill, which the Minister for Housing, Planning and Building Safety, my hon. Friend the Member for North East Derbyshire (Lee Rowley), is piloting, will bring relief to leaseholders.

T4. According to figures from PricedOut, over the last 50 years housing has become over 13 times more expensive and tenants are now spending up to half their income on rent alone. If that trend continues, only one in three people born this year will own a home before they are 50. The Government’s scrapping of housing targets and surrendering to Back Benchers opposed to new housing will only make the situation even worse. When will the Government grow a backbone, stand up to those MPs and build the houses we need to avoid catastrophe?

I am grateful to the hon. Gentleman but, as was pointed out earlier in these questions, the area of the country where housing numbers are worst, where planning permissions are being built out most slowly and where the fewest planning permissions are being granted overall has been London, under a Labour Mayor. I want to work with the Mayor to see him emulate what the Conservative Mayor in the west midlands, Andy Street, has done to deliver housing.

What steps his Department is taking to improve democratic inclusion throughout society.

This Government are committed to enhancing inclusivity in our democracy. We provide funding to a number of initiatives and organisations to encourage younger people, including the National Citizen Service, the UK Youth Parliament, and the British Council. Online registration makes it easier than ever to register to vote. We are also leading a programme of work to ensure that our elections are more accessible for people living with disabilities.

More than 2 million people in the UK have sight loss, and a recent RNIB report found that less than half of blind and partially sighted people are satisfied with their experience of voting. When will the Government introduce the RNIB recommendations?

The hon. Gentleman makes a very important point. We should do everything we can to ensure that people living with disabilities, including those with visual impairment, can be fully included in the democratic process, and we will be coming back shortly with thoughts about the RNIB’s helpful proposals.
