Q10. Does the Prime Minister agree with me and Welsh farmers such as Gareth Wyn Jones that our farmers and food security are vital and that the agricultural budget should be ringfenced, unlike the Welsh Labour Government, propped up by Plaid, who are determined to force our farmers out of business with their approach to nitrate vulnerable zones, TB and their new sustainable farming scheme, which using the Welsh Government’s own analysis, is forecast to result in 5,500 job losses and a £200 million hit to the Welsh economy?

My hon. Friend is an excellent campaigner on behalf of her local farming community, and I know she has been working hard with Gareth Wyn Jones to raise its voice, especially where there is so much concern. Conservative Members are supporting farmers with more money to grow more British food, in contrast with the plans she highlighted, which would decimate farming communities in Wales and are the opposite of what is needed. While we will always back our rural communities across the UK, Labour would take them back to square one.

May I start by thanking and paying tribute to my right hon. Friend for his own leadership over the past few months? He and I agree that the Union is stronger for the return of devolution and the work that we have done. I would be delighted to examine the findings of the report, and I have seen, with my own visits, the vital role that Northern Ireland is playing through the location of firms such as Thales and Harland & Wolff. However, as he will know, I was delighted that, in last week’s Command Paper, we specifically committed to examining how we can further bolster Northern Ireland’s share of the UK defence sector, because it is another essential pillar of our precious economic Union.

Q10.   Mr Speaker, does the Prime Minister know where the best site for large-scale, new nuclear in the UK is? [Hon. Members: “Wylfa!”] Will he commit to buying the Wylfa site—now the only gigawatt site in Wales—this year and ensure that it is progressed as soon as possible to meet our net zero and energy security needs, and give an enormous boost to the Ynys Môn and north Wales economy?

As ever, my hon. Friend is a fantastic champion for Wylfa and the nuclear industry. I can confirm to her that Wylfa is a candidate for the new nuclear site and one of a number of potential sites that could host civil nuclear projects. No decisions have been taken at present, but Great British Nuclear is working with the Government to support access. We are also developing a new national policy statement, providing the planning framework for new nuclear power, and we very much welcome her, and other, contributions to that consultation.

Again, I do not think that the hon. Gentleman was paying attention earlier; interest rates in this country are at similar levels to those in America, Canada, Australia and New Zealand. The rise in inflation and interest rates is a global phenomenon. But that is why, early, I set out that bringing inflation down was the right economic priority to have. That is what this Government will do, but that requires difficult and responsible decisions. That is what leadership looks like—I do not think the SNP will ever do the same thing.

Q7. Wylfa, in my constituency, is recognised as the best site for small modular reactors and large-scale new nuclear in the UK. Given the UK Government’s commitment to nuclear and Wylfa, when can my constituents expect to hear the result of Great British Nuclear’s small modular reactor competition? Diolch yn fawr.

There will be no greater champion for this technology and her community than my hon. Friend. My understanding is that the first stage of market engagement is already under way. The expectation is that the down-selection process will be launched this summer, with an ambition to assess and decide on the leading technologies this autumn. The competition will be open, judicious, fair and robust, and I express all my confidence that we will select the best technology for the United Kingdom.

With regard to Northern Ireland, the important thing is to avoid a land border on the island of Ireland between north and south. That is what it is crucial to achieve in getting the right framework for the arrangements in Northern Ireland, and the businesses there that trade across that border on a daily basis, with complex supply chains need, and value that access. That is something that the Windsor framework has sought to achieve and, I believe, delivers. It is not about the macro issue of membership of the European Union; it is about getting the right mechanisms in place to support businesses and communities in Northern Ireland. I would say to the hon. Gentleman that he knows better than that: he knows that this is about Northern Ireland, and I hope that he can support what we have agreed.

Q9. I am sure the Prime Minister, like me, was excited to see the first new nuclear reactor for a UK power station in more than three decades arrive at Hinkley C this week. Will the Prime Minister make it his personal mission to deliver vital new nuclear power at Wylfa in my constituency of Ynys Môn, one of the best nuclear sites in the UK?

When it comes to our energy policy, the important thing is to focus on our long-term energy security. That means more renewables, more offshore wind, hydrogen, carbon capture and storage and, indeed, more nuclear. Wylfa remains one of the best nuclear sites in the UK, and the strong support from the local community, and indeed my hon. Friend, makes it an attractive site for the UK’s nuclear revival. I know that Great British Nuclear, when that body is up and running, will be taking a very close look at it.

Russia’s illegal war in Ukraine and the impact it has had on energy supplies has nothing to do with Brexit. What we are doing is ensuring that we can support families with those cost of living pressures. That is why we provided £900 of support this winter for energy bills, and that is why we are increasing the national living wage to record levels. We will continue to stand behind Britain’s families until we can bring inflation back down to where it belongs.

I know the Prime Minister will share my concern at the news this morning that 730 people may lose their jobs at the 2 Sisters chicken factory in Llangefni, one of the largest employers on Ynys Môn. What support can the Government offer both to my constituents who are affected by this devastating news and to the wider the community at this difficult time?

I am very sorry to hear about the job losses my hon. Friend raises. My thoughts are with those affected and their families. I know how distressing that will be for them. I am pleased to say that the Department for Work and Pensions has procedures in place to support communities when situations like this arise. We will work very closely with her to do what we are doing everywhere across the country, which is providing good well-paid jobs for everyone, because that is the best way to build a happy and secure life.

My right hon. Friend obviously speaks with authority on the topic; I am grateful for his support and engagement on these matters over the past year and a half. He is absolutely right: thanks to the actions of this Government’s plan for jobs, unemployment has now been falling for nine months in a row, record numbers of people are in work and wages are rising. As my right hon. Friend says, that is the best way to help people. That is what this Government are doing.

My Ynys Môn island constituency has one of the lowest gross value added levels in the UK and is in desperate need of investment to reverse that inequality. Can the Chancellor confirm that the match funding announced in the nuclear sector deal is in place for the proposed thermal hydraulic testing facility on Anglesey?

I hope that my hon. Friend will forgive me for not treading on the toes of the Business Secretary, but what she will know is that we allocated £120 million for future nuclear development in the Budget and spending review. I know that the subject is of keen interest to her and that she has long campaigned on it in her area. I am happy to support her in her conversations with the Business Secretary as he decides how to allocate that funding.

We have taken steps to strengthen the safety net. On deferring tax payments, that is something that is able to happen through Time To Pay. I urge people to contact Time To Pay. The details are available online. HMRC has 2,000 people standing by to talk to individuals. If tax deferrals are needed, it stands ready to negotiate and agree those.

On behalf of my constituents, I welcome the significant package of financial measures the Government have made available today. Businesses in Ynys Môn, such as Seawake, Gwynedd Shipping and the restaurant Catch 22, have contacted me today, desperate for the Government to take action. Will the Chancellor join me in urging the Welsh Government to make this additional funding available as quickly as possible to small businesses across Wales so they can survive?

My hon. Friend is right to highlight the importance of speed in Wales and everywhere else. That is why we have taken steps to make Barnett consequentials available in advance as quickly as we can, so that all devolved authorities can plan and execute their plans expeditiously.
