I thank my hon. Friend for all he is doing in the wake of these tragic incidents. I will make sure the Home Secretary has heard his concerns about the action that his local police may or may not be taking. This kind of antisocial behaviour causes misery for many people, which is why, through our antisocial behaviour action plan, we have committed £160 million to help local authorities make high streets, footpaths and so on much safer for their communities. The police have powers to deal with these situations, and we expect them to be used.

This weekend marks small business Saturday, and I look forward to visiting our wonderful Christmas market in Bath, which brings in £50 million for the local area. Anyone who has not been to Bath at Christmas should please come. It is absolutely magical.

I am pleased that footfall in Bath is above pre-pandemic levels. However, many UK businesses are struggling to recover. This year has seen the most company insolvencies since 2009, and the autumn statement offered no energy support for businesses. Can we have a ministerial statement on what the Government will do to stop businesses closing this winter?

I thank the hon. Lady for the advert for small business Saturday; I am sure that all Members of this House will be involved in it, celebrating the incredible entrepreneurial organisations and individuals in their constituencies. A number of measures were set out in the autumn statement to help our high streets and, in particular, the hospitality, retail and leisure sectors. We recognise that they are the backbone of this economy and they are often the focal point for many other services and social interactions in our communities. They should be treasured and I hope that everyone does that this Saturday.

My right hon. and learned Friend the Culture Secretary discussed the lighting of the arch with the Football Association at the time and expressed her disappointment about how it approached that situation. As was announced in the autumn statement, we are making further funds available to combat the rise in antisemitism. We are also repeating the £3 million uplift to the Community Security Trust to fund its critical work, to ensure that that work is able to continue and to meet the unfortunate demand. However, my right hon. and learned Friend makes a very good point. Whatever businesses or organisations we are involved in, we can all make a difference by calling things out, while also, critically, showing support to particular communities. I think his point was well made.

May we have a debate on improving road safety? I recently met a community speedwatch group in Bath, a bunch of highly dedicated and motivated people who stand for hours in all weathers, facing abuse. They have caught 80,000 speeding vehicles, yet they see very little result for their hard work. Speeding kills: a third of road fatalities are down to speeding. Would Road Safety Week not be a perfect opportunity for such a debate to show that the Government really take the issue of road safety seriously?

I thank the hon. Lady for raising this—very sadly—timely question given the events of this week. As she knows, speeding is a critical issue and one of the biggest killers globally, affecting many countries. As well as measures we take at home, she knows that we make a big contribution to reducing the number of deaths on the road elsewhere. It is an excellent topic for a debate. I will download her interest to the Secretary of State, and I am sure that if she applied for a debate, it would be well attended.

I do not know whether it was audible to those listening, but there were choruses of approval from around the House. I speak on behalf of all of us when I say to Councillor Garry Perry: thank you for your decades of service to your community. Our councillors are all unsung heroes. They do a tremendous amount of work and good in their communities, and I wish Garry and all other nominees who have been short- listed for these awards good luck; they have our thanks.

Air pollution is an invisible killer. Over 40,000 people in the UK die each year as a consequence of dirty air. The clean air zone introduced in Bath by the Liberal Democrat-run council has reduced nitrogen dioxide by over a quarter, which is an impressive achievement, saving lives. Can we have a debate in Government time about the importance of clean air and what the Government can do to support local councils?

The hon. Lady raises a very important point. She will know that this has been a focus for the Government; they have identified zones around the country that need improvement and ensured that local authorities can put measures in place to address these matters. This is an area where we can benefit from sharing best practice across the country. It is important that we do these things while still enabling economic growth to flourish, as we know we can. I am sure that if she were to apply for a debate on the subject, it would be well attended.

I am sure I speak for all Members of the House by thanking the hon. Gentleman for enabling us all to send our thanks to the Royal British Legion and its army of volunteers who assist all year round, not just during the poppy campaign. If we were to have a debate, it would be well attended and very long, because the work it does is tremendously diverse, helping families as well as veterans and serving members of the armed forces.

This summer I welcomed to Parliament teachers from Oldfield Park Infant School and Twerton Infant School. They told me how they were struggling with staff shortages, underfunding and an increasingly unmanageable workload. In the south-west, teacher vacancies have risen by 175% in the last five years. So far, the Government have committed only to a fraction of the recommended £15 billion needed for catch-up education. Can we have a debate in Government time to get to the bottom of the considerable underfunding of schools?

As the hon. Lady knows, we have protected the schools budget and increased the number of teachers substantially—I think we have an additional 30,000 since 2010. Clearly, recruitment is an issue in certain parts of the country. There have been a number of campaigns through local authorities to attract teachers from particular disciplines into areas that do not have enough of them. I will write to the Secretary of State on the hon. Lady’s behalf and ask her whether she and her Department could share some best practice with the hon. Lady and her local authority.

I thank my right hon. Friend for raising that important point. There are two issues. One is the Ofcom code and certain broadcasters’ adherence to it. The guidance for that code says:

“Broadcasters should have regard to the list of proscribed terror groups or organisations in the UK”,

which is incredibly important. It is also critical that reporters, sometimes stationed in very stressful environments, report facts as facts and that those things that are not facts—things that have not been verified or are lines to take from terrorist organisations—should not be treated as facts. The BBC does focus on these things to a very large degree, but we know that sometimes it does not get things right, as we saw recently with its code of conduct surrounding the Gary Lineker situation. I am sure that it will want to kick the tyres on this and ensure that anyone listening to a BBC outlet is being given the best possible information.

On behalf of the Liberal Democrats, I echo what has been said this morning about the terrible conflict in Israel and Palestine and repeat what my hon. Friend the Member for Oxford West and Abingdon (Layla Moran) said: peace is now more difficult than war, so the global community has to come together and press for peace.

Many of my constituents have written to me in dismay about seasonal variations in train fares. For example, during recess, Great Western was charging £46 for a peak return from Bath to London on 17 November. For the same journey on 30 November, the cost has shot up to £94—more than double. May we have a statement from the rail Minister on why such large variations in prices are allowed and what the Government can do to make train prices more transparent?

The hon. Lady raises a concerning matter that will make life difficult for her constituents, who are trying to budget and anticipate their outgoings. I will certainly ensure that the Transport Secretary has heard her concerns, and I will ask that his Department advise her on what action she can take.

I am grateful that the Government are introducing an extra sitting Friday to conclude business that has cross-party support and has finally been put through the House of Lords. We in this House can now make a strong statement about what we really want to achieve on workers’ protections. It is therefore important that all of us across the House support the introduction of this one extra private Member’s Bill Friday sitting to conclude important business that I understand is very much the will of the House.

I thank my right hon. Friend for raising that important point. She will know that Health questions are not until 17 October, so I shall write on her behalf to the Secretary of State for Health and Social Care and let him know about her concerns.

Conversion therapy is an appalling and most cruel practice that is essentially aimed at changing who a person is. In the past five years, the Government have promised again and again to bring forward draft proposals to ban conversion therapy, but so far nothing has come forward. Time is running out. Can the Leader of the House update us on whether draft proposals for a full ban on conversion therapy will come to the House before the next King’s Speech?

I thank the hon. Lady for raising that important point. She is right that those are abhorrent practices that sometimes have lifelong impacts on those who have had to endure them. I take this opportunity to thank all hon. and right hon. Members who have contributed so far to the work that the Department has done on the matter. She will know that I will say further business will be announced in the usual way, but I understand the concern that Members across the House have and want to see action taken on this matter.

I thank my hon. Friend for the work she is doing to ensure that these much-needed facilities can continue in her constituency. She is absolutely right, and I know that many Members of this House very much value sports clubs and societies, and particularly the sports she mentions. She will know that, if she were to apply for a debate, it would be well attended. We have had a number of debates on these issues quite recently.

Osteoporosis affects about 15% of the UK population, especially women. Early diagnosis is vital and could lead to many thousands of preventable deaths. The Royal Osteoporosis Society is based in Bath, and I am sure the Leader of the House and everybody here will join me in congratulating it on its excellent work. The Royal United Hospital in Bath has a specialist fracture clinic, but only half of NHS England trusts provide such clinics. Can we have a debate in the House on support for fracture liaison services and on people living with osteoporosis?

I thank the hon. Lady for raising this issue and for the work going on in her constituency on this important matter. The next questions to the Secretary of State for Health and Social Care will be on 17 October, and I will therefore draw to his attention the good best practice in her constituency. Osteoporosis and brittle bones are a key cause of fractures. If we could reduce pressure on the NHS by making sure we alleviate those conditions, that would be good too.

I congratulate my hon. Friend on all the work she has been doing with the Westminster Youth Council, and I am sure the whole House would join her in praising the involvement of Myra and James. These are incredibly important structures that are enabling people from a diverse range of backgrounds to get experience, to participate and to raise their aspirations. I thank my hon. Friend for her work in this regard.

My Bath constituency has a vibrant night-time economy. More than 1 in 10 workers across the south-west work regularly on night shifts, but the health and wellbeing impacts of night-time working cost the UK economy and businesses over £50 billion a year because of absence, fatigue and lower productivity. My local hospital, the Royal United Hospital, has now agreed to look into support services for their night-time shift workers. Can we have a debate in Government time to discuss the challenges and health impacts of night-time working, and how we can support these vital working people?

I thank the hon. Lady for raising this important point. I think it is well understood that getting enough sleep and not having sleep stress is incredibly important to people’s personal health and wellbeing. We know that the pattern and lifestyle of shift workers in particular makes them vulnerable to certain health conditions. This would be an excellent topic for a debate. The hon. Lady will know how to apply for one, but I shall certainly make sure that the Health Secretary has heard her remarks.

I thank my right hon. Friend for that very helpful suggestion. He will know that, as Treasury questions are not until after the summer recess, he will have no opportunity to raise it there, so I will make sure that the Chancellor has heard his suggestion. I know that that will be welcomed by many Members across the House.

For some time, we have been promised a transport Bill in this parliamentary session to establish Great British Railways. The Bill is ready to go, it is short and, unusually, it is unlikely to be controversial, so it will not take much parliamentary time. We are consistently rising early, so why the delay? Can the Leader of the House confirm that it is the Prime Minister who is blocking the Bill? If that is so, can she ensure that the Prime Minister himself comes to the Chamber to explain why he is blocking a Bill that, unusually, will get widespread support in this House?

The hon. Lady will know, given where we are on a number of important Bills, that business is dynamic—if I can put it in those terms—and that the business statement that I have given will be dynamic. She tempts me to comment on future business, which I shall announce in the usual way. Of course, we are preparing now for the fourth Session.
