@smaguire4621 @pdundas26 @Adam3861 Largest party does not mean running the council. NOC means no one party has a majority but a self named progressive alliance coalition formed an administration, meaning the leader and cabinet were Liberal Democrat and Labour. It means they ran the council so Paul is correct.
