Abolish the House of Lords and replace it with an elected upper chamber

The House of Lords is meant to be a revising chamber for Government legislation. It is currently bursting at the seams with unelected peers who claim expenses and do not vote. 115 peers claimed £1.3m in expenses but scarcely uttered a word or voted. Replace the House with an elected upper chamber.
