Cannabis is still the most widely used illegal drug in the UK and the UK wholesale cannabis market is worth almost £1 billion a year. The NCA estimates that 270 tonnes of cannabis is needed to satisfy annual UK user demand. (National Crime Agency, 2018).

The number of arrests and court cases associated with cannabis-related offences have declined substantially in the states that have legalized cannabis. (World Drug Report, 2016).
