Legal requierment for A/C to be working correctly on Public Service Vehicles

Working as a Bus Driver in London I frequently come across buses where the Heaters and/or Air Conditioning (A/C) is not working correctly as the operator is NOT legally required to maintain them. Therefore, I feel it’s about time that it is a legal requirement for Heaters and A/C to be working.
