A public car insurance company should be created to stop insurance extortion

Many people in the UK are fed up of car insurers charging what they want to because insurance is a legal requirement. I am suggesting that a publicly run company is created that keeps prices fair. This will also undercut large insurance companies which will force them to keep prices down.
