Allow 16-18 to leave full time education if they have secured a full time job

16-18 year old have to either go into a full time job with training or apprenticeships if they do not want to study.Students may feel they learn more on the job than on training courses. SMEs may not be able to accommodate training courses especially if only 1 young person wants to work there.
