Require all over 60 year old drivers to retake theory and driving test.

A lot of road rules and laws have chained in the last 10 years, let alone in the last 40, some drivers never even had to take a theory test along side less strict tests with lower requirements. Knowing the newest rules is essential for every one on the road to avoid accident.
