Introduce an English version of the BSL (Scotland) Act 2015

BSL is recognised as a British language, yet Deaf people's rights are neglected. If a Deaf person urgently needs to see a GP they won't be provided an interpreter due to a lack in Government support. Government cuts have treated deaf people like 2nd class citizens and this petition calls for change.
