To require grade 1 and 2 listed buildings to have a manned guard

I propose that all grade 1 & 2 listed buildings are in a condition that a manned guard to be situated 24/7 365 days a year. This will prevent national treasures from being destroyed. The fabric and structure to be sound to allow a maned guard at all times to prevent damaging/fire
