Extend the student council tax exemption to graduation for final year students

Full time students have an exemption from Council Tax while studying, however this ends on the last day of their course. Many final year students stay in their University town to graduate and have to pay 4-6 weeks council tax. Council tax exemption should extend to the graduation ceremony
