Make it law that off road motorcycles must be DVLA registered at point of sale

Proposition for a new law that all new off road motorcycles must be registered with the DVLA at point of sale by all dealerships. By introducing a V5 type document or equivalent with ALL motorcycles, the re-sale of stolen machines without supporting documents will be much more difficult.

Off road motorcycle theft is common. Insurance is near impossible or very expensive. Introducing supporting documents (V5 or equivalent) with all off road motorcycles the re-sale of stolen machines will be much more difficult. Furthermore, with an active register of these machines HPI checks will be possible. Make it law that all new machines must be registered at POS - and give 5 year window for owners to easily register their current machines.
