Allow A1 licence holders to ride motorcycles of up to 250cc.

Currently can ride a 50cc at 16 on a CBT a 125cc at 17 on a cbt. Then you have the full licences A1 which allows you to ride 125cc without L plates, A2 over 125cc up to 400cc and A Licence where you can ride any bike size. Up to 250cc should be allowed on A1 Licence to make motorway riding safer.
