All riders of motorbikes must have adequate protection, ie. No bare skin.

In the same way that it is an offence to not use a seat belt in a car, then it should be an offence to ride a motorbike without being properly protected. Riders should never have any bare skin, so never ride in shorts or a T shirt, or even without gloves.
