Create an accessible list of people banned from keeping animals for cruelty

After some research, I discovered that the previous owner of a pedigree rescue cat that came into my care 6yrs ago had been banned for life from keeping animals. The cat was obtained after the ban, but the breeder had no way of knowing this as there is currently no way to check.
