Reduce NHS referral times for babies and children

Currently even routine appointments for babies and children are 18 weeks. This is so wrong, especially as babies cannot tell you if there’s something more deep going on. Babies should not have to wait 18 weeks, regardless of the issues, as health can change in an instant.
