Parliament should legislate to stop Private Parking Companies from imposing penalty charges after a vehicle has left the location where enforcement is in place.
Private parking companies should only be able to impose a charge on the spot and install barriers at entry and exit points to accept payment.
Issuing notices by post should be prohibited.
It is a simple solution to a very controversial industry.
