Make flashing bike lights illegal as they can trigger epileptic fits in drivers.

I have a close relative with epilepsy, who was unable to drive for ~20 years due to risk of fitting. Flashing or strobe lights are often causes for epileptic fits, including many frequencies. By stopping cyclists from using flashing lights, it could make driving for people with epilepsy much easier.
