Propose to the UN for all states: 1. Cut defence by 20% a year for five years. 2. Stop all arms production. Firms have falling subsidies while they convert. 3. Require world-wide open inspection, UN policing, punishment for infringement. 4. Exterminate terrorist weapons. 5. Move disputes to UN.
