The report from the UK Committee on Climate Change in 2019 revealed the government had only implemented in full one of the twenty-five recommendations the Committee had made. To overcome this block, there needs to be a fully funded department responsible for ensuring that the annual recommendations are implemented and to estimate the cost. A Climate tax also needs to be introduced to fund this.
