Limit Universal Credit & Working Tax Credit increases to those affected by virus

Increases to Universal Credit and Working Tax Credits should only apply to people who have recently lost jobs or income due to coronavirus. These increases should not apply to those already in receipt of these benefits unless their financial circumstances have changed as a result of the outbreak.
