Stockpiling is mostly driven by fear of not being able to buy tomorrow what's on the shelf today and lack of trust in the rest of the community not to clear the shelves.Only by introducing fair control methods will the government be able to restore public confidence in the supply chain and in their fellow citizens.When that happens people won't be driven by fear to over-stock.
