Allow paramedic prescribers to prescribe controlled drugs

The foundation of this has already been legislated for and this change only needs a statutory instrument to be approved, which would allow controlled drugs to be added. Eventual progress to all CDs in line with nurses should also be considered and would allow advanced paramedic prescribing to help their patients without delay and better support other professionals they work with, especially during this crisis.
