Implement emergency legislation to allow volunteering in key businesses

Currently anyone volunteering for a private business could be deemed a worker, and so entitled to wages and other employment rights. The Government should introduce emergency legislation to allow people whose workplaces have been closed to help in key industries as volunteers.
