Regulate the purchase, resale and exchange of bikes to prevent theft

I have had 3 bikes stolen in the past 5 years. 370,000 bikes are stolen each year, many by organised gangs. The Government should regulate the bike market by requiring bikes to have a unique frame number, and for those buying and selling bikes to exchange this and register ownership.

This should not prevent buying or selling of bikes between actual bike owners, but should dissuade bike theft and reselling of stolen bikes online. This would make it more difficult for thieves to sell stolen bikes, as they would not be the registered owner, and should make it easier to identify whether a bike has been stolen, using their unique frame number.
