Issue a secondary grant payment for SBRR recipients and rate-paying businesses

The Government should provide a secondary grant payment to help struggling businesses, including businesses unable to get rate relief due to rates exceeding 51,000.

The CBIL Scheme isn't working businesses are struggling to ascertain additional funding. Each failed CBIL application could affect personal credit reports and do more harm than good to the UK economy. A secondary payment should help secure businesses currently affected by Covid 19 and help post Covid-19 with the potential loss of sales due to economic hardship.
