Establish a phone alert system for national emergencies/announcements.

Had this system been in place at the start of this crisis, people across the country could have received announcements directly to mobile phones/devices across, instead of having to wait for announcements on TV. The Netherlands used their own system to do exactly this, and passed information regarding social distancing.
