Bring in an Act similar to the USA’s ‘Jones Act’ to better regulate UK seafaring

I would like the Government to create at Act to Ensure that ships registered in UK, majority operating in the UK, and ferry routes within, into or out of the UK that are not staffed by nationals from their other port of call, are UK nationals or permanent residents of the UK.
