Lessen student finance requirements for foreign students who reside in the UK

Revise the current student finance requirements for foreign students who have been living in the UK prior to the start of their degree course. The current 5-year residency requirement is arbitrary and prohibitive towards academically gifted but financially disadvantaged students.

Many students are severely disadvantaged through no fault of their own, despite the fact that they may have the same qualifications as British students and speak English to virtually the same standard. Students who have completed GCSE's and/or A Levels are equally well equipped to tackle university and are more likely to remain in the UK and contribute their skills thereafter.
