At the moment there seems to be a two-tier approach to education in the United Kingdom where access to undergraduate study has been liberalized. This due to the funding regime at undergraduate level it encourages low income households to participate in education. However, at postgraduate level low income households are excluded from participation by high course fees and low student funding amounts.
