Extend the council tax exemption to graduation date for final year students.

Full time students have an exemption from Council Tax while studying, until the last day of term. Many final year students stay in their University town to graduate and have to pay 4-6 weeks council tax. Local Councils should have discretion to extend the exemption to the graduation ceremony date
