Define a framework which lists key areas and explains how they must be graded for accessibility to remove ambiguity and provide a national baseline. Establish a simple public-facing scoring system, such as the food hygiene rating. The overall score would be a function of all the components above

There are an estimated 13.9 million disabled people in the UK (ONS). For many, venturing to an unfamiliar venue is a gamble. Accessibility data is often scarce, or worse - inaccurate. Some apps try to gather reviews, but many providers yield no single dataset.

There's a lack of guidelines & rating standards. A steep ramp may seem fine to an able-bodied person, but insurmountable to a wheelchair user. On paper this venue would be advertised just as accessible as a counterpart with level access.
