Direct the DVSA to seek help from the MoD to clear the backlog of driving tests

There's a clear backlog of driving tests that need to be completed by the DVSA to catch up with those delayed by lockdown. It is senseless that qualified examiners from the MOD are not being used to support the DVSA in these unprecedented times.
