Impose stricter requirements on reallocation of road space by local authorities

The Government should require councils undertake full consultations and equality assessments that engage with the emergency services, the disabled, businesses & residents impacted by traffic displacement before reallocating road space or implementing Low traffic Neighbourhoods.

The Traffic Management Act places a duty on councils to ensure traffic moves freely and quickly on their roads and those of nearby authorities. We believe some road schemes displace and slow traffic, causing significant congestion, increased idling & reduced air quality. Congestion can also delay emergency vehicles potentially causing risk to life. These impacts can disproportionately affect the disabled, the BAME community, small businesses & low paid workers who rely on vehicles.

Increasing requirements for consultation and assessing the impact of proposed road schemes, with financial penalties for failing to do so, would ensure such schemes do not go ahead unless they would be beneficial. Existing schemes should be required to meet these new requirements or be removed.
