To help ensure new properties are fairly priced versus similar sized/location older properties. The Government could also extend Help to Buy to older properties to improve competition.

Young couples/families are unable to get onto the housing ladder. New builds are often the only affordable option with support from Help to Buy, however house builders often take advantage of this known contribution to raise prices which can result in very high prices for new properties which are not consistent with prices for older properties.
