Require university campuses to close to stop the spread of COVID-19

As we approach the second wave of COVID, universities across the country have made the decision to allow students back to their campuses and accomodations with rules and restrictions in place to limit contact between people. To give students who have left home for the first time and want to meet new people, the responsibiliy of socially distancing and following government guidelines, is very unrealistic. Whilst still possible, close all campuses and limit the contact between students.
